IDP REVIEW (2006/07)Cont.) • IDP Review Process • The Municipality commenced with the review process last year October • Consultation process to prioritize programmes and projects e.g councilors, ward committees and community at large • Alignment of the IDP with budget • Preparing the organizational PMS • Series of alignment meetings with various departments at a district level

SECTOR PLANS • The municipality appointed a service provider during November last year to prepare the following sector plans • LED • Disaster management plan • Waste management plan. • Workshops to obtain input from service providers and community are underway regarding the above sector pans before they are finalized.

  9. SECTOR PLANS (Cont.) • Housing Plan • The municipality will be receiving funding during April 2006 to prepare a Housing Plan • Once funds have been received, the advertisement process will commence and subsequent to that, a service provider will be appointed

SPATIAL DEVELOPMENT FRAMEWORK • As part of preparing LUMS during 2003/2004, a spatial development framework was developed • The SDF aims to guide the municipal development • The SDF which was formulated addressed the following • Nodes (Primary, Secondary and Tertiary) • Corridors (Primary, Secondary and Tertiary) • Settlement areas • Intervention areas

  11. SPATIAL DEVELOPMENT FRAMEWORK (Cont) • Opportunity areas • Environmental sensitive areas • Degraded areas • The municipalities development need to be guided by the SDF • The municipal SDF will be reviewed as part of LUMS so as to ensure that its aligned with the council vision.

LAND USE MANAGEMENT SYSTEM • All municipality need to prepare LUMS to ensure proper management with respect to the use and preservation of land through an appropriate method of land management. • The municipality appointed a service provider during 2003/04 to assist with the preparation of LUMS • The LUMS prepared by the consultant didn’t cover the traditional areas extensively as known that LUMS are for land use management in both urban and rural areas

LUMS (Cont) • Extra funding was requested from DLGTA to undertake the following • Update the town planning scheme and scheme closes • Review the Spatial Development framework • Provide other two different levels of land use schemes i.e elementary planning scheme(Rural clusters) and Rural planning scheme (remainder of the area) • The identification of areas to be used for residential settlement purposes within which provision needs to be made for community facilities, commercial activities and other uses such as government services.

LUMS (Cont.) • The identification of agricultural areas – Cultivating and grazing • The identification of environmental sensitive areas and measures to manage and protect such areas. • The identification of degraded areas and measures to be undertaken to manage and rehabilitate such areas. • Appropriate land use guideline controls to manage and guide the use and development of land in an orderly and planned basis in order to facilitate the implementation of the municipalities IDP

PROJECT CONSOLIDATE • In relation to Project consolidate, the municipality received from DLGTA an amount of R600 000. • The funds are currently used to prepare a General Valuation Roll to assist the municipality to implement the property rates • A service provider was appointed last year to undertake the compilation of the GV by the name of E-Valuations

PROJECT CONSOLIDATE • E-Valuations has completed the following phases since their appointment: • Developed a project plan which depicts phases to be undertaken during the compilation of the Valuation Roll; • A Memorandum of Agreement has been signed between the municipality and E-Valuations; • Visited the Deeds office to determine the ownership of properties, transfer of properties, property description etc

PROJECT CONSOLIDATE (Cont.) • Aligned the information obtained from the Deeds office to the Municipal Valuation Roll compiled in 2000/2001 financial year and updated in 2005; • Compiled the property base using the Deeds office information to enable other phases to continue; • Prepared a property record form to be utilized by Data Collectors during field work for verification and update of information;

  18. PROJECT CONSOLIDATE (Cont) • Obtained building records information from Uthungulu District Municipality (identified gaps in the property data and identified data attributes for collection) and the information will be verified and then updated through fieldwork by Data Collectors

  19. CURRENT FUTURE AND LAND NEEDS • Privately owned land in KwaMbonambi town. • Hampers the municipal development • The municipalities end up paying the private companies huge some of money for development e,g Slovas housing project, N2 development • Municipalities require assistance from DLA in purchasing land for development • Land claims project – Sabokwe still has problems and have not been resolved

  20. CHALLENGES • Lack of proper alignemt between municipalities and departments e.g DLA • The municipalities don’t have enough funds in their budgets to fund all programmes and projects in the IDP • More alignment meetings are required between municipalities and the departments for funding purposes to ensure implementation of IDP’s • Dept funding projects outside the IDP • Municipalities and departments need to sign a memorandum of understanding
