Building America • FIRST STEP--1stCabinet (advice the President) Department of State, Department of War, Department of Treasury • SECOND STEP--Judicial Branch Judiciary Act of 1789- Congress established 13 district courts, 3 courts of appeals, and a Supreme Court • THIRD STEP– Fix the economy Rid of national debt (combine allstate&national debt, south upset) Capital moved to Washington D.C, South agreed
