  3. Track II procedures Russia’s approach: • JI Supervisory Committee financing (private-public partnership possibilities) • Prompt and effective procedures • Small scale projects promotion • Application of approved methodologies and accredited validators (CDM EB experience)

  4. National procedures JI procedures prepared by MEDT now is being considered by federal agencies. The document should be approved by GoR. The objective – to ensure prompt start of JI projects under current legislation (Russian capital investment law). The procedures covers project cycle steps from application till project registration.

  5. National procedures (2) Interagency commission agreed to launch process of drafting of the federal law on Kyoto mechanisms implementation in Russia addressed property rights, taxation and other critical issues.
