  2. Public Sector Reform Policies which impact on Housing Support • Big Society & Localism agenda • Personalisation and Payment by Results • Need to look at how we can commission and deliver housing support differently in the future in order support and meet Public Sector Reform Agenda

PBR 10 authorities piloting (Lewisham/Torbay/Derbyshire/Birmingham providers/ Islington/Stockport/Sheffield/Kent/West Cheshire & Chester/Southend) go live during summer 80/20 split looking at both client outcomes and cashable benefits plus one area also looking at quality of service Going out to tender for Evaluation in July to commence October 2011 Issues around gaming, perverse incentives and cherry picking

  4. Personalisation : Work package agreed around Personal Budgets for SP services and Wider implication of personalisation Will be piloting Personal Budgets with effect from October with a handful of Authorities and providers Evaluation will commence in early in 2012. Issues around RAS, Assessment, Block Contracting

Personalisation • Have put together a working group made up of providers and authorities (Sitra are taking forward in partnership DCLG) • Will look at wider implications of personalisation • Market Management ? • personalising the QAF ? • Do we have the right outcomes ? • Sharing of positive practice working/working collaboratively to see how we can improve in delivery of personalising our services
