MEMORANDUM OF UNDERSTANDINGon co-operation in the field of energy between the EU and Ukraine, 01.12.2005 • Ukraine is a key transit country for hydrocarbon's supplies to the EU with 40% of the EU's imports of natural gas transiting through the Ukrainian network <...> • Both sides <...> resolve to co-operate in roadmaps covering thefollowing four specific areas: III. Enhancing the security of energy supplies and the transit of hydrocarbons.

WHAT WE NEED? • Nongovernmental Joint Monitoring Group (NGO level) • Hot Line of Energy Confidence (Presidential, PM’s and Special Representatives levels) • Establishment of permanent mechanism of consultation between SPP, GdF-Suez, E.ON-Ruhrgas, NAK “Naftogaz Ukrainy” • Central European Oil Transportation Consortium based on the Odesa – Brody and “Southern “Druzhba” systems • Gas Reserves based on Ukrainian UGSF
