  2. IT Projects … • Standish Group’s famous Chaos report garnered attention starting in the mid 90s, in particular based on very high reported project failure rates ( ~ 90% are not successful).   8. Project Contract Management • Fixed-Price Contracts • A specific price is agreed for the good or service being sold. In project terms, the buyer and seller will agree on a well-defined deliverable for a specific price. In this type of contract the bigger risk is borne by the seller. • Cost ReimbursableContracts • The costs which are allowable will be defined in the contract. In this type of contract more risk is carried by the buyer as the final cost us uncertain • Time and MaterialsContracts • This type of contract is a cross between fixed-price and cost-reimbursable contracts. They can resemble cost-reimbursable contracts as the full cost of completing the deliverable is not know at the outset.

Projects Product Tracking System (ÜTS) Project Client Organization: Turkish Drug and Medical Device Institution (TİTCK) Start - End: January 2014 - June 2017 Purpose Target Gains • End to end tracking of all (domestic and import) medical devices and cosmetic products • Creating infrastructure for healthy and efficient execution of inspection services and clinic engineering processes • Creating a national and original Product Tracking and Monitoring Model • Preventing counterfeit and smuggled product trading in medical device and cosmetics sector • Easy access to single product in withdrawal of faulty products from the market • Correct calibration, maintenance and repair of medical devices • Proving wide scale access to updated statistical data

Ministry of Development General Directorate of Regional Development and Structural Adjustment Start - End: August 2012 - November 2016 Purpose Gains • Ensuring transparency, accountability, adjustment and coordination in financial management of Development Agencies • Developing an integrated central information system to enhance efficiency and effectiveness of main service processes • Making more transparent, efficient and accountable assessments with the common Independent Assessor pool across Turkey. • Managing agency aids in an efficient, transparent and accountable manner, providing guiding information to decision makers with immediate tracking and reporting

Ministry of Customs and Trade Start-End: January 2015 - December 2016 Purpose Targeted Gains • Identification of Project Assessment Methodology for assessment of BİT projects to be offered by public institutions and organizations to the Ministry of Development. • Identification of public BİT Project categories • Updating Public BİT Projects Preparation Pool and related forms based on identified project categories to provide more structural, concrete and guiding information • Identification of BİT Project offers in a more realistic and clear manner by bidders • Contributing to more accurate assessment of project offers and more efficient use of public resources as a result • Making bid forms and Public BİT projects Preparation Manual more accessible with the information exchange portal to be developed.
