Regional Programme to Combat Criminal & Terrorist Threats in the Arab States

DEVELOPMENT OF RP THE REGIONAL PROGRAMME FOR THE ARAB STATES 2016-2021 DEVELOPED UPON SPECIFIC REQUEST FROM THE MEMBER STATES THROUGH CHALLENGES OBSERVED IN THE MENA REGION AND NEEDS IDENTIFIED THROUGH ONGOING PROJECTS THROUGH THE FINDINGS OF THE IN-DEPTH EVALUATION OF THE FIRST REGIONAL PROGRAMME THROUGH THE RECOMMENDATIONS OF THE 2014 STEERING AND FOLLOW-UP COMMITTEE MEETING

MAIN MANDATES UNODC Conventions DRUGS: Single Convention on Narcotic Drugs, 1961 Convention on Psychotropic Substances, 1971 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988 ORGANIZED CRIME: United Nations Convention against Transnational Organized Crime and its Protocols (“Organized Crime Convention - UNTOC” adopted in 2000, entered into force in 2003) CORRUPTION: United Nations Convention against Corruption (“Convention against Corruption - UNCAC” adopted in 2003, entered into force in 2005) TERRORISM: Guided by universal legal regime (16 instruments), including specific General Assembly mandates, UN Global Counter-Terrorism Strategy, Security Council and Crime Commission

SP V: HEALTH SUB-PROGRAMME V HEALTH Outcome 1: Adapted and Evidence-Based Prevention Conducted in line with International Standards on Drug Use Prevention Outcome 2: Capacity Strengthened to Provide Evidence-Based Drug Treatment, Rehabilitation and Care Services in Community Centres and Closed Settings while Supporting Efforts on Alternatives to Incarceration Outcome 4: The Disparity of Access to Controlled Drugs for Medical Purposes Addressed Outcome 3: Improved Access to Health Services in Prison Settings
