Why People’s Manifesto • Shift from Governance Accountability to Political Accountability • Context of National Elections in 2009 • Set the agenda for governance – blueprint for the new ‘NCMP’ that will be adopted • Call for joint effort across civil society groups from local to national level for a progressive People’s Agenda campaign@wadanatodo.net

Objectives • Setting the agenda at the level of Parliamentary constituencies and culmination at national level, with a strong assertion of social exclusion agenda • Involvement of broadest range of civil society groups at the local level including reaching out to other important stakeholders • Platform for dialogue with all political parties and representatives, at the local, state and national levels campaign@wadanatodo.net

Framework • Framing of key questions / issues based on recommendations and expectations for a Governance Agenda that have emerged through the four annual Civil Society consultations held between 2004 to 2008 • Inclusion of state / local / constituency specific agenda and questions by each group at the level of parliamentary constituency • Special focus on reserved parliamentary constituencies • Framing of a Women’s Charter in every parliamentary constituency campaign@wadanatodo.net

Plan of Action • Engagement of national and state networks and groups to ensure broadest outreach and impact • Readiness to collaborate expressed by networks such as NACDOR, NCDHR, CASA, NTUI and NAWO • Processes being planned across states including Maharashtra, Bihar, Jharkhand, Uttar Pradesh, Andhra, Madhya Pradesh, Gujarat, Chattisgarh, Rajasthan, Himachal, Tamil Nadu, Andhra, Assam, Orissa, West Bengal, Karnataka, Uttaranchal campaign@wadanatodo.net

Initiation • Mapping of parliamentary constituencies and identification of key networks for each state • Declaration of Plan of Action across first phase of states in July 2008 • Talking to all stakeholder groups at the parliamentary level and planning for Parliamentary level consultation on People’s Manifesto • Meeting with all political representatives to ensure their presence at the local meeting • Declaration and Presentation of a Local Charter for each Parliamentary Constituency at the end of each meeting campaign@wadanatodo.net

  7. Outcomes • Local governance agenda emerging from direct consultations held in 545 parliamentary constituencies • Development of a national level People’s Manifesto based on the demands raised through the local consultations • Meetings with state and national parties to represent Manifesto process and demands across the year • Media advocacy following progress across Parliamentary meetings and culminating with national agenda • Release of People’s Manifesto in January 2008* campaign@wadanatodo.net
