Personal Health Budgets in Newham In response to the Department of Health mandate to offer a Personal Health Budget (PHB) to all eligible patients by October 2014, North and East London Commissioning Support Unit (NEL CSU) have been commissioned by Newham CCG to deliver this service to Adults through the PHB service. On behalf of the CCG and the CSU, Sasha Wallace (PHB Project Manager) is meeting with the Newham Patients Forum to raise awareness about PHBs for patients and their advocates in the local borough.

  4. What is a Personal Health Budget? A personal health budget (PHB) is an amount of money paid to you by the NHS to meet your health and wellbeing needs.

PHB Eligibility Since April 2014 have the right to ask for a Personal Health Budget if they meet the following criteria: Meets CHC eligibility Is an adult Lives in their own home Is registered with a GP in Newham Is not a ‘fast track’ patient Who wants a PHB As of October 2014, this becomes a right to have a Personal Health Budget if they meet the above criteria

  8. Three options to receive a PHB Direct payment This payment is placed in a separate bank account. Receipts must be kept of all payments made. 2. Notional budget The NHS will manage your budget for you. 3. A budget is held by a third party You can nominate a third party organisation to manage and arrange your care.

More information Leaflet A new leaflet is currently being designed and will be available in local GP practices from end of September The leaflet will be printed in English and Easy Read and translated in the following languages: Turkish, Polish, Bengali, Urdu. These will be available to download from the Newham CCG website.

  15. Current PHB Referrals for Newham 6 existing CHC patients have already expressed an interest in a PHB. All patients who have been made eligible for Continuing Healthcare since July 2014 have been contacted by letter to offer them a PHB In September 2014 the PHB team will be communicating to all existing adult CHC patients in Newham, and residing in their own home, to offer them a PHB.

  16. Real PHB Story Tom's story Tom, 18 and from Dorset, lives and works on the family farm. Tom lost the use of his left side after a brain haemorrhage. With a traditional CHC package, Tom would have needed to receive treatment and recover in hospital. With a Personal Health Budget, he was able to rehabilitate at home with scheduled visits from a trained carer. Combined with a return to physical work on the farm, this approach helped Tom’s left-side functioning improve dramatically. He returned to work six months earlier than expected.
