Emergency Response • MFA cooperates with the country-wide civil protection organisation Landsbjörg • Agreement between MFA and Landsbjörg in 2008 on Emergency Response • The Landsbjörg Iceland Search and Rescue (ICE-SAR) team specialises in earthquake rescue • Landsbjörg participates in the Coordination Centre of the Civil Protection Division of the National Commissioner of the Police in Reykjavík • The Coordination Centre in Reykjavík is connected to the Monitoring and Information Centre (MIC) in Brussels

Iceland Search and Rescue (ICE-SAR) • Highly trained group of 37 specialists • Fully equipped and self sufficient for up to seven days in the field • Certified SAR team by INSARAG (The International Search and Rescue Advisory Group of OCHA) in 2009 • Participates in UN Disaster Assessment and Coordination (UNDAC)

Response to Haiti Earthquake • ICE-SAR deployed to Haiti following the devastating earthquake in January 2010 • Arrived in Port-au-Prince within 24 hours of the earthquake • The MFA organised an evacuation of 80 people of various nationalities on the returning flight the same night • MFA Coordination with OCHA as well as Haitian Authorities • Previous ICE-SAR rescue operations in Turkey and Morocco

Cooperation with Icelandic NGOs (1) • Revised guidelines for cooperation and applications in 2011 • Holistic approach: Covers development cooperation, humanitarian aid and emergency response • Regular application deadline for financial support twice a year and possibility to apply on an ad hoc basis • Funding never more than 70% of total budget • Training courses in cooperation with ICEIDA, the Icelandic Red Cross and the University of Iceland. • Consultative Group of Icelandic NGOs: • UNICEF National Committee, UN Women National Committee, SOS Children´s Villages, Icelandic Red Cross, Iceland Lutheran Mission Society, Icelandic Church Aid, ABC Children´s Aid, Save the Children

Cooperation with Icelandic NGOs (2) • Requirements for applying NGOs • Legal units, at least 30 members, annual accounts for two previous years, have experience, gender considerations • Guidelines for Emergency Response Projects • Appeal from UN, consent of partner country, local knowledge, cooperation and alignment with on-site organisations, internationally accepted standards, provision on non-discrimination • Guidelines for Development Cooperation Projects • In-line with Icelandic policy and focus, local policies, quality of project, environmental considerations, internationally accepted standards
