  6. FACTs for Discussion of Options Machine impedance data has been requested since at least 2003 in the Generation Interconnection Procedure Generation Data Forms. The following is from ERCOTGenInterconnectReqProcedure01232003.doc GENERATION ENTITY INFORMATION SHEET – required for Security Screening Study GENERATION SUMMARY – required for Security Screening Study DETAILED GENERATION INFORMATION - BY UNIT FOR EACH UNIT – required for Full Interconnection Study GENERATOR DATA FOR TRANSIENT STABILITY STUDIES UNIT – required for Full Interconnection Study GENERATOR STEP-UP OR UNIT MAIN POWER TRANSFORMER DATA – required for Full Interconnection Study SUBSYNCHRONOUS RESONANCE (SSR) DATA – BY UNIT FOR EACH UNIT – required by Commercial Date Paper copies of Detailed Generation Information going back to 2001 ask for similar Machine Impedances. FACTs for Discussion of Options cont’d • The following statistics were derived from a snapshot of the RARF-HUB database taken on 10/23/12 • 595 units have Non-null fields for all 4.x fields • 121 units have Non-null fields for all 5.1 fields • 70 units do not meet 4.x requirements • 16 units have no data at all • 665 records total • Non-null fields are defined as fields that are populated but not necessarily with valid data (example – some values are 0). • RARF 4.x is defined as the RARF that has been in existence since roughly August 2008 • RARF 5.1 was released 6/26/12 and was to be completed by Oct 1, 2012 but extended one month to Nov 1, 2012 on 9/24/12 RARF Workshop 2

Options • All units must meet RARF 5.1 by Nov 1, 2012. • Those that do not will not be in compliance and a Mitigation Plan must be submitted with each RARF submittal that fails to meet the requirements of RARF 5.1 • Compliance can be met by • Completing necessary test to get data • Using current and past SPWG base cases to get data • For Units where synchronous parameters are not appropriate (Inverter based and Type 3 without crowbar and all Type 4 wind turbines), • Provide Controlled Fault Current Magnitude in separate document that shows the initial sub transient and transient periods and then the value that is a function of the control objective. • Enter 99999 for all Zero Impedance X (saturated and unsaturated) • For Inverter and Type 4, Enter 0.02 for all Subtransient, Transient, Positive and Negative X (saturated and unsaturated) • For Type 3, enter X’’d and X’d and set Positive Sequence X = Negative Sequence X = X’’d (saturated and unsaturated). • Enter 0 for all Resistances RARF Workshop 2
