INFRASTRUCTURE • Irrigation projects – from 2011 to end June 2013, the National Irrigation Administration has generated 101,698 ha of new areas, restored 89,275 ha, and rehabilitated 417,351 ha. • Jalaur River Multi-Purpose Project II in Iloilo province – major irrigation project costs P 11.2B • Farm-to-market roads – Department of Agriculture together with the Department of Public Works and Highways have improved the design of FMRs to adapt to the impact of climate change. From 2011 to June 2013, almost 840kms of roads connected 1,147 barangays benefiting almost 300,000 farmers. 2. ACCESS TO CREDIT FACILITIES • Agro-Industry Modernization Credit and Financing Program – P1.12B was released to farmers in 2012 (127% increase from the previous year)

Food Security: The Philippine experience AREAS FOR IMPROVEMENT AREAS FOR COLLABORATION • Speed-up facilitation of projects under Public-Private Partnership scheme • Transport infrastructure projects • Irrigation projects • Post-harvest facilities • Expand formal access to credit facilities • RA 10574, Allowing infusion of foreign equity in the capital of rural banks • Complete land distribution/ fully implement agrarian reform program • ENACT LAND USE POLICY • ENACT LAND ADMINISTRATION REFORM • ALLOW FARMLAND AS LOAN COLLATERAL • PROMOTE ENTERPRISE DEVELOPMENT • REDUCE COST OF LOGISTICS • COMBAT SMUGGLING AND CORRUPTION
