  3. April 23, 2012 – January 11, 2013 • Basic contract language was discussed (Spring through Fall) • Learning conditions discussed at length (Fall) • Financials proposed (late October) • Board rejected all DEA proposals up to this point.

DEA • Salary: hard freeze • Family Insurance: increase rates by $7,000 • Work day and school year: increased • Learning Environments: No improvements • Salary: 5% increase • Family Insurance: maintain current rates • Work day and school year: maintain current • Learning Environments: Increase Special Ed teachers and paraprofessionals

  6. January 2013 • January 11 • DEA meeting to discuss board proposal. • Strike vote taken • January 29 • Impasse declared by board

DEA • Salary: hard freeze • Family Insurance: $311 per family eligibility only if spousal insurance not provided, thus leaving spouses employers to shoulder the costs. • Work day and school year: increased • Learning Environments: No improvements • Salary: 3.75% increase • Family Insurance: maintain current rates • Work day and school year: maintain current • Learning Environments: Increase Special Ed teachers and paraprofessionals

DEA • Salary: • Eliminate current salary schedule • 1.5% increase years 1 & 3 • soft freeze in year 2 • Family Insurance: 12, 14, 16 % of Cobra rate and spouses with insurance removed from family plan. • Work day and school year: maintain current (approved by BOE) • Learning Environments: No improvements proposed • Salary: 2.0 % increase • Family Insurance: 13% of Cobra rate with various cap values • Work day and school year: maintain current (approved by BOE) • Learning Environments: Increase Special Ed teachers and paraprofessionals (still negotiating)

  12. Other issues being discussed Special education classroom concerns Class sizes Increased staffing (teacher & paraprofessionals) Student discipline Curriculum and classroom resources Retirement benefits Making up lost educational days

Cost of Proposals • Boards proposal will cost $158,000 per year • DEA proposal will cost $342,000 per year • In year 1, four retiring teachers ($316,892) • In year 2 & 3, three more retiring teachers • In year 4, nine more retiring teachers. • District will save money by replacing all retired teachers at starting salaries. • Monies from interest on accounts will pay for DEA proposals
