  1. The Fair Housing and Equity Assessment (FHEA)

Goals of FHEA Assessment • To encourage communities to reflect upon where current challenges and opportunities exist throughout the region in regard to Fair Housing. • To foster collaboration between stake holding organizations and government agencies in constructing a concrete plan of action in regard to fair housing.

  3. The FHEA will Analyze the availability of Fair Housing and Fair Lending and the Enforcement of Fair Housing and Fair Lending Laws in Central Arkansas? • How is the region addressing Systemic Discrimination • How and where are complaints being made? • How are complaints resolved? • How and where is outreach being conducted? A. Property Owner Outreach B. Buyer / Renter Outreach

Existing Fair Housing Programs • FHEA will identify existing fair housing programs • FHEA will gauge and map patterns of housing discrimination. • FHEA will identify existing impediments to housing programs. • FHEA will analyze patterns and methods of outreach ( provide data and suggestions for optimizing the efficiency and effectiveness of outreach)

  5. Fair Housing Training • FHEA will identify existing Fair Housing training programs for both property owners and buyers / renters • FHEA will analyze patterns and methods of training ( provide data and suggestions for optimizing the efficiency and effectiveness of training)

  6. Existing Fair Lending Programs • FHEA will identify existing fair lending programs • FHEA will gauge and map patterns of predatory lending and discrimination in lending • FHEA will identify existing impediments to fair lending programs • FHEA will analyze patterns and methods of outreach ( develop a plan to optimize the efficiency and effectiveness of outreach)

  7. Barriers to the Enforcement of Fair Housing & Fair Lending • FHEA will identify agencies empowered to enforce Fair Housing and Lending laws • FHEA will analyze and map quantitative data in regard to complaints and resolutions • FHEA will identify current demographic trends relating to discrimination • FHEA will encourage collaboration between stakeholders and enforcement agencies • FHEA will analyze patterns and methods of outreach ( provide data and suggestions for optimizing the efficiency and effectiveness of outreach)

  8. Helping us address access to opportunity. • What is opportunity? Access to jobs and good schools? To clean and safe neighborhoods? To social services, basic necessities and amenities? • How are opportunities distributed across the region? Can all residents, especially those who live in racially concentrated areas of poverty (RCAPs),  access these opportunities equally regardless of their race and income? • How can we structure the region’s public investments to make sure all residents can access opportunities?
