  4. Goals Reduce PPS reporting errors Enhance PPS user confidence

  5. What is PPS and its Purpose? • PPS-Program Participation System • Shared System with Department of Health Services (DHS) • Primary purpose of PPS is to keep data on the children who are referred from Birth to 3 to an LEA.

  6. Why collect the data? • IDEA 2004 requires each state to report data • Data is collected for 20 indicators

  7. Pop Quiz! Which indicator involves the PPS system?

  8. Indicator 12 measures…. • The percent of children referred by Part C prior to age 3, who are found eligible for Part B, and who have an IEP developed and implemented by their third birthdays.

  13. PPS Security Coordinator • Each district is required to designate one individual as PPS Security Coordinator • PPS Security Coordinator grants and terminates PPS access to district users

  18. Step 1 Notification: Sent for all children who did not opt out. Typically sent at 2 years, 3 months of age. This is NOT a referral. Step 2 Notification: Sent for all children who did not opt out AND who have been determined by the IFSP team to be potentially eligible. This IS a referral. I got an e-mail notification, now what?

  26. Who is responsible for entering getting notifications and entering PPS Data? Each LEA determines who gets the email. Each LEA also determines who will enter data

  34. IEP implementation date is typically the child’s third birthday. On occasion this will mean that a child begins before or after their actual DOB. If you choose after, you will need to select an excuse. Excuses for delayed implementation of IEP http://dpi.wi.gov/sped/doc/spp12-pps-reason-codes.doc Things to know…

  35. Scenario 1 Javier’s IEP meeting was done in the Spring, even though he was a September Birthday. His projected implementation date was the first day of school, or 9/4. Unfortunately Javier’s mother was ill the first full week of school, and she wanted him to stay home. What code would be used? Answer: Parent did not make child available

  36. Scenario #2-Poll Rosie has a July Birthday. Her IEP meeting was completed in May, with a projected implementation date of 9/4. What would the excuse code be for the delayed implementation? • Staff not available • School not in session • Either is appropriate

  37. Scenario #3-Poll Although Birth to 3 was usually right on time, this time they referred a child named Scotty a little late. Scotty’s birthday was on a Saturday- what code would be used if you had to exceed the timeline until Monday to get his IEP developed and implemented? • Referral not made 90 days prior to child’s 3rd birthday • School not in session

  40. What happens if… The child was referred, but the family didn’t consent for additional information to be shared. There is nothing next to “stated reasons child believed to have a disability”

  41. What happens if… A child moves after they are referred?

  43. What happens if…. You don’t have Consent to evaluate and close the record, but then after the child turns 3, the parent consents?

  44. What happens if… I tried to open a record that I completed because I noticed an error, but it is locked…

  45. Troubleshooting • What should I do if I receive a referral from B-3 that is intended for another district? • What if the search for a child is unsuccessful? • What if I run a report and see only a box with a red “x”?
