  1. ISO-NE - New Brunswick System OperatorCoordination Agreement NEPOOL Reliability Committee April 5, 2005 (revised version as of April 1, 2005)

  2. ISO-NE - NBSO Coordination Agreement- Overview - • Provides for the reliable operation of the interconnected New England and New Brunswick systems in accordance with NERC/NPCC Requirements. • Establishes a structure and framework for the reliability-related functions associated with interconnected operations: • Recognizes that ISO-NE and the New Brunswick System Operator (NBSO) will operate systems in accordance with each Party’s Tariffs, Rules and Procedures. • These responsibilities represent measures that ISO-NE and the NBSO undertake today and have always undertaken.

  3. ISO-NE - NBSO Coordination Agreement- Purpose - • NERC Version 0 Standards establish that Parties should have an agreement in place that facilitates emergency transactions and identifies interconnection operating limits. • While ISO-NE and the NBSO have various Procedures and Letter Agreements in place today identifying how these issues are handled, this Coordination Agreement formalizes and incorporates these concepts and practices within a single document. • Coordination Agreement also updates the Emergency Energy and Security Energy pricing methodologies.

  4. ISO-NE - NBSO Coordination Agreement- Emergency & Security Energy Pricing - • Coordination Agreement benefits NE by updating current NBSO pricing practice for Emergency & Security Energy sales to New England. • Charge for Emergency and Security Energy calculated using two-part formula consisting of an Energy Charge portion and a Transmission Charge portion • For NBSO sales to NE, Energy Charge portion no longer based on the greater of a NB price and a NE price (updated pricebased on NB Market Clearing price only) • ISO will seek NEPOOL Markets Committee support for this change
