Guidelines for Multinational Enterprises • A comprehensive, non-binding code of conduct that OECD member countries and others (42 countries) have agreed to promote among the business sector • The only set of benchmarks on corporate behaviour endorsed by Governments. • Include a governmental mediation and complaints mechanism (NCPs) • Standards of behaviour, complementary to applicable laws on: • Disclosure • Human rights • Employment and industrial relations • Environment • Combating bribery, bribe solicitation and extortion • Consumer interests • Science and technology • Competition • Taxation • Apply to multinationals enterprises operating in or from the territory of signatory countries, including their supply chain.

Policy Framework for Investment Provides a checklist of issues for consideration by governments interested in creating an attractive investment environment and in enhancing the development benefits of investment to society • Investment policy • Investment promotion and facilitation • Trade policy • Competition policy • Tax policy • Corporate governance • Policies for promoting responsible business conduct • Human resource development • Infrastructure and financial sector development • Public governance

FDI Restrictiveness Index • Gauges the restrictiveness of a country’s FDI rules by looking at the four main types of restrictions on FDI: • Foreign equity limitations • Screening or approval mechanisms • Restrictions on the employment of foreigners as key personnel • Operational restrictions, e.g. restrictions on branching and on capital repatriation or on land ownership • The OECD FDI Index is not a full measure of a country’s investment climate. A range of other factors come into play, including how FDI rules are implemented, state ownership in key sectors, etc.
