  5. The Inherent Conflict Matrix Organizations • The organizational structure is interested only in organizational employee information. It has no interest in what work was accomplished for those hours. • The project structure is interested only in what work was accomplished with how many hours. It has no interest in how much time the particular employee worked last week.

With a standard timesheet unenforceable, this results in multiple timesheet systems through the organization. Some users must fill out 2, 3 or even 4 timesheets each week. • Unable to find a compromise, some organizations keep their manual timesheet system. • Some organizations simply can’t resolve the dilemma, they give up, and don’t use a timesheet or track actual hours.
