  4. INMATE TRACKING SYSTEM PROJECT PROJECT PURPOSE The purpose of the Inmate Tracking System Project is to deliver a suitable business system that will satisfy the requirements of the participating departments within the framework of the IJS business processes, related to tracking inmates.

INMATE TRACKING SYSTEM PROJECT BENEFICIARIES OF OPERATION WITHIN DCS FACILITIES • Department of Correctional Services: • Identification of prisoner without manual fingerprint verification. • Enhance access / contact of prisoners by official representation. • Effective Roll Call. • Immediate tracking of prisoners for medical and visitation purposes. • South African Police Service: • Prevent delays in investigations. • Department of Justice and Constitutional Development: • Prevents delays at courts. • Department of Social Development: • Prevents delays in social worker appointments. • Community: • Bail payments, visitations, etc.

(TUs) • Mobile Transceiver Units. • Fingerprint Biometrics. • Photo Image Cameras. • Relational Database. • Connectivity with Control System. • Interoperability with Admission, Detention & Release System. (A&R)

  7. INMATE TRACKING SYSTEM PROJECT ENVISAGED FUNCTIONALITY: OPERATION Ensure efficient, effective admissions and releases. Automate the verification of the prisoner’s identity. Interoperable with Admission, Detention & Release System (A&R). Photo-Image electronic capturing ability and functionality. Fingerprint biometric electronic capturing ability and functionality. Personal Tracking Devices attached to person. Transceiver Units permanently located throughout facility. Mobile Transceiver Units utilised for additional areas.

  8. INMATE TRACKING SYSTEM PROJECT ENVISAGED FUNCTIONALITY: OPERATION Continued … Personal Tracking Devices actively transmit prisoner’s data and location to Transceiver Units. Transceiver Units collect and communicate data to control system. Control system depicts graphical representation of facility. Prisoner query - produces view of exact location, as well as prisoner’s digital data, photo image, fingerprints, etc. Mobile Transceiver Units store data collected from Personal Tracking Device, for later download to control system. Control system interoperates with Admission, Detention & Release system (A&R), retrieving prisoner details, and updating records, reporting, etc. System alerts on events of tampering and unauthorised movements. System records history of all Personal Tracking Devices and identifies last known status of failure

INMATE TRACKING SYSTEM PROJECT IMPLEMENTATION PLAN: PILOT SITES • Pilot implementation must begin in JANUARY 2002 • The prisons listed below have been identified as the pilot sites for the Inmate Tracking System project: • GAUTENG PROVINCE • Johannesburg Medium A Prison. • KWAZULU NATAL PROVINCE • Durban Medium A Prison. • The pilot project will result in technologies / systems being evaluated at the pilot sites. • Evaluation will determine the possible application of an Inmate Tracking System throughout the country.
