  3. Clean Water Act of 1972 • Course of Action: 92nd Congress • States Rights vs. Command & Control (or standards/enforcement) • The Pipe Dream: Fishable/Swimmable waters in US by 1983 • Loftier Still: Zero Discharge of all pollutants by 1985

  4. GRTS Authorization USEPA HQ Office of Water Memorandum Dated September 27,2001 Entitled: Modifications to Nonpoint Source Reporting Requirements for Section 319h Grants (FY 2002 National GRTS Requirements)

Region IIIIssued GRTS Policy Vis-à-vis USEPA HQ Authorization • Information to Region III States on Use of Issued Revised Policy based on Memorandum (February 2002) • Provides States with GRTS How-To • Sets Up Electronic Submission of Work plans and Progress Reports • Encourages and Promotes Full Migration of All 319h Activities to GRTS

  6. RegulationGRTS Performance Reports • 40 CFR section 31.40(b)(1) - States to Submit Performance Reports on Status of 319h Grants • Semi-Annual Reporting - January 31st and July 31st using GRTS

  8. GRTS The 2 sides of GRTS: Input Side - States Report Their Data to Database; Create a Universe of Data Output Side – Selected Querying of Universe to Create Reports That Present Specific Information

  9. Output Side • Need Data Extraction Software • Business Objects (Currently in Use) by SAP • Business Intelligence (Scheduled for Future) by Oracle

CAP/GRTS Potential Outcomes • Read Only (Apply for R/O access rights) $(?) • If no platform compatibility between databases, apply for full GRTS rights and download from each to Excel. $ • Incorporate CAP within GRTS Separately (need password; platform compatibility; CAP user oriented) $$ • Mix & Match within GRTS- All data is protected but can be used by anyone (need password; platform compatibility; CAP user oriented ) $$$
