Impact of Future Growth on Simcoe County Transportation Systems • Today - Simcoe area residents (including Barrie & Orillia) make an average of just over 1million trips per day • Approximately 1.4% of daily trips in the Simcoe area are made by transit • By 2031 Daily Trip making by Simcoe area residents is forecast to increase by 39% • Even with a concerted effort to improve public transit, trips by automobile are forecast to increase by 40% by 2031 • Restoring GO Rail Service to Barrie was a good first step, but there is much more to be done

Future Transportation Challenges • New GO service has limited ability to address the growth in trips to Peel and Northern York Region • 6500 new daily transit trips to maintain current transit share • Increasing the share to 3% will require close to 23,000 new transit trips per day • Access to transit services was a top priority identified by the public • Even with the planned widening of Hwy 400 to 10 lanes, growth in travel demands will result in congestion during peak conditions, particularly during the summer. • Without key Provincial facility upgrades, traffic congestion will significantly affect goods movement throughout the County • Improvements to County Roads are necessary to serve future growth, maintain efficient transportation connections between communities, and to protect the quality of life enjoyed by Simcoe County residents

Development & Evaluation of Transportation Strategies The Master Plan has been developed to try to strike a balance between managing demand and increasing supply of transportation service • Key considerations include: • The demographic profile of the County, • Experience of other rural municipalities, • Comments from the public during PIC 1 / Public Attitude Survey, • Effectiveness in reducing demands / providing choice • Geographic extent of County, and • Degree to which the County can influence outcomes or control implementation Strategy Development The Master Plan presents a series of strategies, policies, and infrastructure recommendations for each of the key travel modes Mode of Travel Walking/Cycling Transit Transportation Demand Management Goods Movement Road Optimization Road Improvements

Plan for Walking & Cycling • Key Elements of the Plan • Policies to support walking & cycling in local municipalities • Municipalities to develop Active Transportation Plans • Ensure walking & cycling infrastructure in new development areas • Encourage the development of local connections to existing trails / activity centres • County should take a Leadership Role in development of a county-wide off-road trail network – linking to existing community trails • Permit Active Transportation infrastructure on some County Roads • Plan includes standards for on-road Active Transportation infrastructure • Incorporate Active Transportation infrastructure into County Road improvement projects • Coordinate information and marketing of County / municipal trail system • Coordinate / fund initiatives that link the County Trail System to municipal trails • Ensure county facilitates are pedestrian / bicycle friendly • Incorporate County trail system into Official Plan

Plan for Transit • Key Recommendations • Local Transit • Work with local municipalities and fund the capital costs to develop area transit service plans to extend existing local services (Collingwood, Midland, Barrie and Orillia) to adjacent municipalities • Inter-Municipal Transit • Partner with private sector transit providers to provide new / enhanced inter-municipal services to link communities within Simcoe County – Procure this service rather than buy the equipment and pay for ongoing operations costs • Inter-Regional Transit • Work with the province and provide funding to support extension of inter-city rail and bus passenger services into Simcoe County • GO Transit on CPR Rail Line as an alternative to Hwy 427 Extension – to serve Tottenham, Alliston, Angus, Barrie – Collingwood / Craighurst • Bradford By-pass as a multi-modal corridor for Transit, High Occupancy Vehicles, Goods Movement, and Auto use

Plan for Transportation Demand Management (TDM) • Key Recommendations • County take a Leadership Role in promoting Transportation Demand Management • Pilot TDM project for County employees • Market benefits to the public and to employers • Provide funding and program support assistance to encourage employer based TDM • Policies in Official Plan • County take the lead in supporting Carpooling Programs • Initiate Ride Matching programs for Simcoe area residents • Provide Carpool Lots on key County Roadways and/or connect to Provincial Highways • County take the lead in supporting Telework • Establishing High Speed (broadband) internet services throughout the County

Plan for Goods Movement • Key Recommendations • Land Use Policies • Protect lands for inter-modal hubs around rail / industrial areas (Alliston, Angus, Simcoe Airport, Washago) • Identify key Goods Movement Corridors in Official Plan • County Infrastructure • All County Roads should continue to be utilized as truck routes • Develop a Permissive Truck Route Signing program to identify key goods movement corridors • Strengthen Official Plan Policiesto support / protect rail based goods movement corridors • Inter-Regional Goods Movement Corridors • Work with MTO / MPIR to develop Barrie By-Pass and Bradford By-Pass as new goods movement corridors as an alternative to Highway 400, that protect both local and provincial goods movement interests • Key County Goods Movement Corridors • CR 50, • CR 10, • CR 1 (between CR 50 and CR 10), • CR 7 and the 27 / 28 Sideroad, and • Line 7 and Line 6 (Oro-Medonte), between Highway 11 and Highway 400

Plan for Road Network Optimization • Key Recommendations • Road Rationalization / Classification system • Plan Identifies 3 County Roads (+/- 23 km) to Transfer to Municipalities (CR 39, CR 8, CR 49) • Plan Identifies 12 Local Municipal Roads (+/- 170 km) to Transfer to County • Work with local municipalities to negotiate County Road transfers / assumptions • County Road Capacity Optimization • Develop and prioritize a corridor based program of localized improvements based on the CR classification system • Develop a network wide Passing Lane / Truck Climbing lane program focusing on key goods movement corridors and other major traffic generators • Work with MTO and municipalities to develop Emergency Road Closure action plans and assume all diversion routes as County Roads • Access Management Policies • Access policies tied to the CR classification system • Identify key County Roads that should have controlled access designation and develop policies to restrict new entrances on these County Roads • Road Rationalization Criteria • Connects Municipalities/Population Centres • Connects to a upper-tier road/County Road in neighbouring jurisdiction • Connects a provincial highway to a population centre >5 km distance • Average Annual Daily Traffic Volume • Functions as Commercial Goods Movement Corridor • Connects Major Recreational Centre to Provincial Highway • Provides Urban Congestion Relief/By-pass • Designated Emergency Detour Routes

Proposed Road Network Improvements Provincial Improvement Needs • Key Recommendations • Work with MTO implement improvements to the Provincial Road Network in Simcoe County Including: • Widening of Highway 400 to 10 Lanes including HOV (Highway 9 to Highway 400/11 Interchange) • Bradford By-Pass (6 Lanes including HOV) • Long Term Collingwood By-Pass (4 lanes) • Long Term Barrie By-Pass (4 Lanes) • New interchange at Hwy 400 / 5th Line and closure of Canal Road interchange • Widening of Highway 11 to 6 Lanes (Barrie to North of Orillia) • Widening of Highway 12 to 4 Lanes • Durham Boundary to Orillia, Through Orillia, and Orillia to Warminster • Widening of Highway 26 to 4 Lanes (Stayner to Highway 26 By-Pass) • Widening of Highway 89 to 4 Lanes (including Cookstown By-Pass)

Proposed Road Network Improvements Long Term (20+ years) • New Projects (Upgrade to County Road Standards) • Line 5 (Oro-Medonte / Tay ) – Mt St Louis to Hwy 12 • Line 6 (Oro-Medonte) – Mt St Louis to CR 22 • Mt St Louis Rd (Oro-Medonte) –Line 6 to Line 5 • 27/28 Sideroad (Clearview) – Hwy 26 to CR 124 • Alliston By-Pass -Industrial Parkway (New Tecumseth) • Flos Rd 4 – (Springwater) – CR 29 to Hwy 93 • New Projects (Widening) • CR 27(Bradford West Gwillimbury) – Hwy 9 to 6th Line • CR 27 Bond Head By-Pass (Bradford West Gwillimbury) • CR 88 (Bradford West Gwillimbury) – Hwy 400 to Bond Head By-Pass • CR 10 (Clearview) – Hwy 26 to 27/28 SR • CR 10 (Clearview) – CR 90 to CR 9 • CR 10 (New Tecumseth) – CR 14 to Hwy 89 Capital Cost = $26.5 M / Year • Recommended Improvements assume province completes Highway 400 Widening to 10 Lanes and the recommended Barrie By-Pass • If these improvements are not completed in the longer term – additional County Road improvements would be required at an estimated cost to the County of $216 M(or $8.6 M per year over the life of the plan) • The Province must be a partner in planning / funding infrastructure to support designated growth in Simcoe County

Implementation Plan Key Recommendations • Incorporate Transportation Master Plan recommendations into Official Plan • Work with Local Municipalities to implement joint initiatives (trails, road transfers, local transit service areas, transportation demand management) • Work with Province to secure commitments for key Provincial infrastructure to support growth • Highway 400 / Hwy 11 Widening • GO Transit Expansion on CPR Line & All Day Service to Barrie on Existing Line • Bradford By-Pass • Barrie By-Pass • Collingwood By-Pass Recommended Mode Share Targets • Update County Development Charges to reflect recommended infrastructure to support growth • Undertake required Environmental Assessment Studies for County Road improvement projects • Undertake Transportation Plan Monitoring Activities and Report to Council on progress every 5 years • Consider need to update plan every 5 years (in conjunction with Official Plan Review)
