Tabletop Exercise Detroit Free Press Metro Edition________________________________Wednesday, June 16, 2010______________________________________75 Cents Deadly Tanker Fire Closes I-94 Freeway Eastbound lanes to remain closed for several months after propane truck crash; 1 dead ROMULUS - Michigan Department of Transportation (MDOT) officials are fast-tracking plans to replace the eastbound lanes of I-94 over I-275 in the City of Romulus after a spectacular accident on Tuesday. Traffic will be rerouted for at least three months due to the destruction caused when a semi-truck crashed and burned during rush hour traffic. One person died and several were injured when a tanker truck carrying approximately 12,000 gallons of Liquified Petroleum Gas (LPG) crashed through the barrier wall and landed in the median between the north and southbound lanes of I-275. The semi-trailer was suspended from the bridge deck with the cab crushed beneath it. The unidentified driver was killed instantly and several other motorists were injured in the accident. Traffic remained snarled for several hours including15-mile backups, grid-locked communities and major delays at Detroit Metro Airport. Investigators from the Michigan State Police Metro Post report that the truck was headed eastbound at approximately 7:13 a.m. when an automobile veered into the right front side of the truck, causing the driver to lose control of the rig. The truck slammed into and through the concrete barrier on the north side of the highway overpass and fell approximately 30 feet to the median below. The cab caught fire shortly after impact, igniting propane vapors leaking from damaged lines on the trailer. Flames engulfed the eastbound I-94 bridge over I-275, causing portions of the structure to fail.

Traffic will be rerouted for at least three months due to the destruction caused when a semi-truck crashed and burned during rush hour traffic. One person died and several were injured when a tanker truck carrying approximately 14,000 gallons of Liquified Petroleum Gas (LPG) crashed through the barrier wall on the exit ramp from southbound I-75 to eastbound I-696 and landed in the supporting structure between the northbound I-75 under I-696. The semi-trailer was suspended from the bridge deck with the cab crushed beneath it. The unidentified driver was killed instantly and several other motorists were injured in the accident. Traffic remained snarled for several hours including10-mile backups and grid-locked surface streets in several communities. Investigators from the Michigan State Police North Metro Post report that the truck was headed towards eastbound I-696 from southbound I-75 at approximately 7:13 a.m. when the driver lost control and veered into the barrier wall along the exit ramp. The truck slammed into and through the concrete barrier on the south side of the elevated ramp with the cab falling approximately 30 feet to the shoulder of I-75 below and the trailer left dangling from the ramp. The cab caught fire shortly after impact, igniting propane vapors leaking from damaged lines on the trailer. Flames engulfed the eastbound I-696 bridge structure over I-75 and the ramp to eastbound I-75, causing portions of the structure to fail.

  5. Tabletop Exercise Exercise Objectives 1. Identify Partners Complete an identification of entities (public and private) that are integral to the effective management of traffic/highway incidents; identify their individual roles, responsibilities and/or capabilities; establish an initial list of resources by agency, contact information, and their role/responsibility/capability; disseminate the list to identified parties upon completion of the exercise review.

  6. Tabletop Exercise Exercise Objectives 2. Establish & Promote Unified Incident Command Concepts Provide basic concepts supporting National Incident Management System/Unified Incident Command (NIMS/UIC) to participants; discuss the basic roles and responsibilities of participants as they relate to the NIMS, specifically to implementation of a Unified Incident Command structure for the scenario; provide information to participants relative to available resources for obtaining NIMS/UIC training.

  7. Tabletop Exercise ExerciseObjectives 3. Recognize Basic Communication Needs and Opportunities Through facilitation of the Tabletop Exercise, participants will be able to recognize the need for cross-discipline communications during a major incident/event; participants will be exposed to various formal & informal communication methods/procedures utilized by entities.

  8. Tabletop Exercise Exercise Objectives 4. Present Opportunities for Enhancement of Incident Management Participants will recognize opportunities available to enhance cooperation between disciplines through networking, training, and understanding of roles & responsibilities of various entities involved in traffic incident management. Participants will broaden their knowledge of the true complexity of traffic incident management and recognize the overarching goals and objectives of entities involved.

  9. SYNOPSIS • Both exercises met the objectives, with over 50 participants at each event • More than 15 agencies were represented at each exercise, including: • Fire Departments • Police Agencies – State, County, Local • Towing & Roadside Services • Dispatch Centers • Emergency Management personnel • Public Works/Road Commissions • MI Department of Transportation • Traffic Management, Planning & Engineering personnel

  10. THE FUTURE • Additional exercises are needed and being planned to further develop and enhance the communication between responders/agency officials RELATIONSHIP BUILDING Between All Parties With Investments/Interests in National, State and Local Traffic Management Initiatives
