  2. Purpose. Why you are here? • Important policy and procedure resource information • How to access resources: space, funding, etc… • Frame of reference to ask more questions on how to get business done for your student organization.

  3. Fun Fact about Involvement Research indicates that students who become involved, such as those who join student organizations, have been found to be more successful in college and indicate that they have had a more satisfying college experience.

  4. Student Organization Criteria All registered student organizations must meet the following 10 criteria: 1.) Operate as a not-for-profit organization, as demonstrated by evidence that the organization uses any income or profit for organizational purposes, not for any individual or commercial gain. 2.) Prepare and file with the Center for Student Involvement governing documents for the organization. If the organization wishes to be affiliated with a national or other related organization, a copy of their constitution and bylaws must also be submitted.

Be related to student life on campus and does NOT DUPLICATE the purpose or function of a currently registered student organization on campus, unless the need for duplication is substantiated and approved by the Center for Student Involvement. 4.) Agree to abide by policies set forth in the Student Organization Manual, Student Handbook, and UWM and UW-System Administrative policies and regulations

  6. Criteria Cont. 5.) Agree to abide by local, state, and federal laws and ordinances and to avoid unlawful actions in connection with any of their activities. 6.) Identify at least four UWM student officers currently enrolled on a fee-paying basis for at least half-time. 7.) Three-quarters (3/4) of membership consist of students enrolled for a minimum of one semester hour of credit at UWM

  7. Criteria Cont. 8.) Identify a faculty or staff advisor employed by UWM. 9.) As required by Regent Policy 30-06, “Policy on Recognition of Student Organizations,” extend membership and all membership privileges, including voting and eligibility to hold office, to all students without regard to age, ethnicity, gender (except as otherwise permitted by Title IX of the Education Amendments of 1972), disability, color, national origin, religion, sexual orientation or veteran status, except those student organizations that select their members on the basis of commitment to a set of beliefs (e.g., religious or political beliefs) may limit membership and leadership positions in the organization to students who affirm that they support the organization’s goals and agree with its beliefs.

(similar to #9) Unless the nature of the organization entitles it to an exemption in accordance with applicable laws, no student may be denied admission to, participation in or the benefits of, or be discriminated against in any service, student organization, program, course or facility of UWM because of race, color, creed, religion, sex, sexual orientation, national origin, disability, age, pregnancy, marital status, political affiliation or belief, arrest or conviction record, disabled veteran or Vietnam-era veteran status, or any other protected group as documented by applicable federal or state laws.

  9. Mandatory Fall Renewal • All student organizations must file a Registration Renewal Contract (online as Org. Profile) each SEPTEMBER • At least 4 student officers; 1 faculty/staff advisor • Student Groups must submit a current membership roster identifying UWM student and non-student members. • IMPORTANT: Organizations failing to renew on time will have their registration canceled and will be listed as inactive.

Registration Contract Agreement Text **What you are agreeing to when you sign the Org Profile** • Student organizations are considered to be affiliated with, but not official units of, the University. • Student groups may only identify themselves with the University by using the following format in the organization name: “Club XYZ at the University of Wisconsin-Milwaukee.” • Student organizations may NOT use the University’s name or logos in any advertisements, web pages, or other printed materials without permission.

Registration Contract Agreement Text Cont. **What you are agreeing to when you sign the Org Profile** • Student organizations are groups whose regular membership is comprised of and controlled by UWM students and have a faculty/staff advisor employed by UWM. • Student user information in PantherSync is not available publicly but can be seen by others who share one or more memberships with an individual. If students are concerned about how much personal information in showing in the system, please have them contact Student Involvement for assistance with filters.

Registration Contract Agreement Text Cont. **What you are agreeing to when you sign the Org Profile** • PantherSync(powered by Orgsync) is considered a UWM computing resource and is governed by all policies regarding such resources. • DO NOT share your ePanther ID and password with anyone! Do not use someone else’s ePanther ID and password! • Student Officers signing this form agree to accept liability and responsibility for • University property • Office space • Or equipment in the care of the student organization.

  13. FYI • Student organizations may include non-student members, but they may not serve as officers or have a controlling interest in the organization. • Disciplinary procedures for student organizations are published in the Student Organization Manual. • Everyone in a student organization is responible for the organization. Responsibility for any action which violates federal, state, local laws and ordinances or university policies must be assumed by the individual group’s officers and members. • Be smart. Be aware. Be responsible.

  14. Advisor’s Role • Student Organization Advisor Handbook and other advisor resources can be found at involvement.uwm.edu. • The advisor’s role is to support and work collaboratively with the students, sharing responsibility for the organization and its events. • Ideally, the advice of the advisor to the organization’s membership and leadership is welcome and seen as valuable. • These advisors can be very helpful to groups in developing a foundation of sound decision-making and productivity. • Decisions and actions of the organization must be carried out by students and not the advisor.

Student Participation in Shared Governance • Students and student organizations are strongly encouraged to become “active participants” in the University’s system of shared governance by seeking elected/appointed student positions and serving on University committees. • The SAC has a few committee seats that must be filled with officers of student organizations.

  16. Student Participation in Shared Governance • Wisconsin Statue 36.09(05) (5) RESPONSIBILITES, STUDENTS. The students of each institution or campus subject to the responsibilities and powers of the board, the president, the chancellor and the faculty shall be active participants in the immediate governance of and policy development for such institutions. As such, students shall have primary responsibility for the formulation and review of policies concerning student life, services and interests. Students in consultation with the chancellor and subject to the final confirmation of the board shall have the responsibility for the disposition of those student fees which constitute substantial support for campus student activities. The students of each institution or campus shall have the right to organize themselves in a manner they determine and to select their representatives to participate in institutional governance.

  17. Segregated University Fees • Segregated University Fees (SUF) are charges, in addition to instructional fees, assessed to all students for student services, activities, programs and facilities that support the mission of University of Wisconsin System institutions. SUF may only be expended for items and activities that are related to the mission of the institution and to the purposes of the student organization. • To apply for segregated university fees, student organizations must be registered with the UWM Student Involvement. • Funding requests for student organizations are available from the Student Association’s Senate Appropriations Committee (SAC) online in your organization’s PantherSync portal under Treasury—Budgets.

  23. RESOURCES!!!Bank/Credit Union Accounts & Taxes • UW Credit Union (Union, 1st floor, 800-533-6773) or any financial institution of their choice for non-segregated fee revenue • You will need at least two signature holders (organization officers) and an Employer Identification Number (EIN) in order to set up a new account. • Student Organization officers are responsible for the organization’s tax filing requirements. • Visit www.irs.gov and search “small tax-exempt organization” for new requirements. • If your organization is affiliated with a national/international organization, contact your headquarters for details on IRS filing.

  24. Fundraising Activities • Fundraising Manual under Publications on CSI website • Fundraising (revenue) on campus is regulated and most funds must be deposited in the organization’s segregated university fee (SUF) account (same account as SAC grants, part of the state treasury). • New: Some revenue funds can be removed from the SUF through a process for refund of revenue. Please discuss this option with CSI staff before you begin your fundraising activities.
