  2. RESPECT’S CERTIFIEDEMPLOYMENT CENTERSARE COMMUNITY BASEDFloridians with disabilities are employed at 52 of RESPECT's Partner Employment Centers throughout the state. This productive partnership creates job opportunities for Floridians who would otherwise be relying on government assistance.

Established in 1974 by the Florida Legislature (Sections 413.032–413.037, Florida Statutes), RESPECT of Florida is a 501(c)3 nonprofit organization designated by the Florida Department of Management Services to administer Florida’s State Use Program.State Use Programs, sometimes known as set-asides, are established in over twenty states.
  4. The set-aside is really a purchasing preference that exempts governmental entities from having to obtain informal quotes and administering the competitive solicitation process.
  5. Not Just For State Agencies The law is not simply directed to the procurement practices of state agencies. Florida Statutes defines “Agency” as “a political subdivision or agency of this state or any state of the United States, including, but not limited to state government, county, municipality, school district, nonprofit public university or college, single purpose or multipurpose special district, single purpose or multipurpose public authority, metropolitan or consolidated government, separate legal entity or administrative entity, or any agency of the federal government.” Section 413.036 directs: “If any agency intends to procure any product or service on the procurement list, that agency shall, in accordance with rules and regulation of the [FL Department of Management Services], procure such product or service at the price established by the department from a qualified nonprofit agency for the blind or for the other severely handicapped if the product or service is available within a reasonable delivery time.”
  6. Florida’s State Use Program mandates a purchasing preference for RESPECT that is contingent on: Ensuring that the commodities and services provided by Floridians with disabilities are offered at competitive prices. RESPECT employment programs do in fact benefit this demographic.
  7. The RESPECT website serves as a “virtual storefront” for its 50 partner Employment Centers throughout the state. Visit us at: www.respectofflorida.org RESPECT commodities and services are available to Florida municipalities as a Florida Department of Management Services State Term Contract. Contract #: 914-000-10-R. Pricing for each commodity or service requires cost comparisons, marketing analyses and review and approval at multiple levels before they receive certification by the Department.

RESPECT IS COMMITTED TO PROVIDING QUALITY COMMODITIES RETURN POLICYIf for any reason you are not satisfied with a purchased, please contact RESPECT within 15 calendar days of receipt of your order. RESPECT will replace the commodity or allow it to be returned free of charge. DELIVERY POLICY RESPECT commodities are delivered within 2–14 calendar days receipt of order. Floridians with disabilities also provide other services to municipalities like call center operations, fleet cleaning and temporary employment services.

  12. SERVICES Government entities can skip the lengthy process of preparing, advertising, reviewing and awarding competitive solicitations—while also avoiding protests. Government entities save valuable staff time, along with other costs associated with the competitive solicitation process.
