  2. The AFREC’s Questionnaires • Designed and sent out to all RECs and RPPs • in October 2005, • Most returns were received by November • 2005, • All Power Pools answered the questionnaire • except WAPP, • Analysis of the responses was completed in • December 2005.

  3. Objectives of the Questionnaire • Solicit the expectations of RPPs from the AFREC’s services, • Find out how AFREC can fulfil the expectations of the RPPs • and discharge services of their interests? • Identify areas of common interests among African RPPs in • which AFREC’s can make a difference, • Explore ways to collaborate with UPDEA in the coordination • efforts of the Power Pools activities, and • Support the development of networking approach for the • development of the African power sector.

  4. (1) What are the main areas of energy businesses your organization is involved with? • Electric Power Pooling among countries of the • region. • Planning and developing of electricity • generation and transmission infrastructure. • Establishment and coordination of electricity • markets. • Establishment of technical and regulatory • frameworks for trade.

  5. (2) What are the main energy projects/programs your organization has accomplished during the past years? • Planning stages and outlining of priorities and setting • power system master plans. • Implementation of electricity projects and regional • interconnections. • Organisation of conferences. • Preparation of legal texts of administrative and technical • management. • Consideration and establishment of regional and Sub- • Regional Electric Market Guidelines. • Preparation of feasibility studies and investment options

(3) What are the main energy projects/programs your organization is accomplishing now? • Searching funding for projects’ implementation. • Implementation of competitive electricity and ancillary • services market. • Rehabilitation of generation projects. • Coordination and strengthening of interconnected • networks. • Regional conferences and general meetings. • Elaboration of business plans. • Strengthening administrative and managerial efficiency.

(4) What are the main energy projects/programs your organization intends to accomplish in the following years? • Interconnection activities. • Identification of projects which will serve as building • blocks for the realization of the Power Pool. • WESTCOR Project. • Short-term and long-term generation projects • Promotion of reforms in the electricity industry. • Study and construction of the Great INGA Dam.

  8. (5) What are the main problems your organization faces in terms of accomplishing the intended projects/programs? • Financing of projects and operation. • Slow regional vision of some members.

  9. (6) What could be done to raise the efficiency of project/program execution by your organization? • Clarify to prospective financiers the goals and objectives of the • RPPs. • Establish framework of cooperation with other power sector • initiatives within the region. • Carryout long term studies for better handling of future stakes. • Harmonization of national and regional policies by forums and • conferences at AFREC’s level with the assistance of UPDEA. • AFREC with the assistance of UPDEA shall coordinate and • facilitate Energy Pools programmes harmonization in Africa. • Hold 2 conferences every year on electric energy sector at • Heads of States and Ministers’ level.

  10. (7) How do you describe the quality of cooperation/coordination between your organization and its Member States? • So far the cooperation can be rated as "Very • Good”. • Excellent working relationship. • Good. • Fairly medium – regional vision is limited to the • national plan.

  11. (8) Would you give examples of negative practices in terms of cooperation between your organization and its Member States which might preclude the efficiency of project/program execution (if any)? • No! • Late responses. • Financial contribution of Member States in • operation.

  12. (9) Do you think that close harmonization cooperation/coordination between your organization and similar organizations around Africa would improve the current situation? (Please comment) • Through exchange of information and experience. • Close cooperation which can help to avoid duplication and • create synergy. • Learning and sharing ideas and mutual experiences. • Help avoid possible mistakes through concertation on similar • problems. • Through organizing annual periodic workshops. • Close coordination with States’ governments and electricity • companies on interconnections and integration activities.

(10) What are the main general themes you could identify for cooperation/coordination among those organizations? • Exchange of policies, procedures and bylaws to facilitate • standardization. • Exchange of studies. • Exchange of performance data for benchmarking. • Data exchange on performance indicators. • Exchange of views on topical issues in Africa. • Concertation on common interest operations. • Define the needs for each State and propose. projects to • achieve in the field of production, transmission and exchanges.

  14. (11) In the upcoming meeting of RECs, RPPs, AFREC, and UPDEA, various areas of cooperation coordination will be explored. Please list some areas which you feel needed to address: • Address the relationship between COMESA and EAPP? • Support rapid development of Regional Power Pools • Technical exchange of expertise and sharing of information • Development of competitive regional electricity markets • Cooperation and coordination of actions in energy field • Setting up of a data collection system • Define priority projects and submit them as priorities to be • financed by partners and development banks

(12) What do you expect from AFREC to do in order to improve the performance of your organization’s activities and program execution? • Provision of political support so that financiers shall be • more cooperative. • Identify areas needed for capacity building and training. • Offer training programs which are funded. • Represents a forum of exchange and support the • actions launched by different regional organisations. • Coordinate and facilitate RPPs harmonized programs. • Play intermediary role between RPPs and international • and continental organisations.

  16. AFREC Analysis & Reaction • Commitment to harmonize activities and programs in • the electricity sector with all partners and • stakeholders including UPDEA, RPPs, AFUR, • AFSEC, AUC, NEPAD & RERA. (MoU with UPDEA & • AFUR). • Promotion of a networking cooperation and removal • of redundancy and overlapping of activities. • Collaborate in preparing studies, research and • conducting joint projects.

  17. AFREC Projects in the Power Sector • Identify centers of Excellence for training and capacity building in electric power. In this respect, AFREC identified the following: • Hydropower:Akosombo Dam, Kafo George Dam, Aswan Dam. • Thermal Generation Transmission & Distribution:North Cairo • Power Complex. • Renewable: Zafarana Wind Farm, Kuraymat Solar Power Plant • Geothermal: Olkaria (Kenya),Aluto-Langano (Ethiopia), • Kapsiya (Zambia). • Nuclear: Eskom. • Standardization: AFSEC.

  18. Capacity Building Sessions in the Power Sector • Capacity building in Wind Energy for Electricity Generation: 12 March-01 April, • 2010, Zafarana, Egypt. (Completed) • Capacity Building in Electric Power Sector Reform in Africa: 13-17 June 2010, • Khartoum, Sudan. • Capacity Building for Senior Policymakers on the Introduction of Public Private • Partnership (PPP) funding mechanism in the African Energy Sector: 23-27 • August 2010, Kampala, Uganda. • Capacity Building in the African energy Database and Information system: • Cairo, Egypt, 5-10 October 2010. (AFREC’s Focal Points) • Capacity Building in Nuclear Energy Development in Africa: 10-13 December • 2010, Cape Town, South Africa

  19. Projects for Joint Collaboration • Preparation of a «White Book» on the Africa’s future • electicity situation. • Preparation of studies at the level of pre-feasibility for • “Bankable Projects” of electricity in Africa and promote • them for funding. • Address the Africa’s other energy sources suitable for • electricity generation such as CSP, gas-to-power, clean • coal, fuel cells, etc.

  20. Conclusion • AFREC, in collaboration with UPDEA, RPPs and other stakeholders will endeavour to: • Promote coordination and collaboration of activities • and programs, • Facilitate for the creation of an environment • conducive to joint activities, and • Sponsor strategies for joint advocacy efforts to • support the development of the African power • sector.
