Community eCenters (CeCs) in the Philippines, as of December 2007

Which are the most outstanding telecentre networks or actions in your country?

The Philippine Community eCenter Network (PhilCeCNet), is the umbrella organization of CeCs and telecenter networks in the country. Among its recent accomplishments are the adoption of the Philippine Strategic Roadmap for the CeC Program for 2010, the establishment of the CeC Academy and having a CeC portal.

Philippine CeC Experience

Does the NTA leading organization manage a telecentre network? If so, how many telecentres are in the network?

Yes. 350+

What are the most popular tasks and usages in the telecentre?

The most popular usage is emailing and chatting. The CeCs also serve as communication access points for local and international news, job searches, research and information gathering as pertaining to specialized information on health, education, agriculture, nutrition, livelihood, and the like. They also offer business center services for encoding data, data printing and faxing, and also as a telephone exchange.

In some cases, these CeCs also serve as the local Internet Service Provider (ISP) to the client community as well as to neighboring towns. CeCs have also figured importantly in bridging communication gaps between families who have lost contact with a loved one who had to work abroad, and vice versa.

Which social groups use the telecentre most frequently?

The youth sector, who are mostly students, university graduates seeking job opportunities, as well as out-of-school youth (OSY) are the ones frequenting the community eCenters (CeCs).

Training resources

E-learning training

Describe shortly : how long have you been working on motivator training, for how many motivators, what kind of courses/training have been delivered, what e-learning platform are you using, what sort of resources are you offering, and the information you think is useful.

Over the last 3 years, we have worked with partners in the setting up of 100 community eCenters and building the capability of the CeC managers and staff. All training courses were delivered onsite at the CeCs or in an assigned training venue near a cluster of CeCs . We have not used any e-learning platform in the delivery of courses for CeCs yet.

Motivation, needs, contributions

What are your expectations from the meeting? What is your motivation? What needs are you expecting to fulfill?

I’m looking forward to learning from the other national academies and sharing our own experiences.

I was a participant in the first global meeting in India and the informal meeting in Malaysia and as a group, we have tried to define the nature of the Global Academy, to include governance, membership etc. I hope this time, we can concretize all these and come up with agreements.

What could you contribute to the meeting? What are your organization’s strengths?

The Phil CeC Academy is one of the few if not the only Academy with a ratified charter.

It’s strength lies in its members who are passionate in their work.
