  2. (i) Group-`A’: The mode of recruitment is 100% promotional. These posts are on the common cadre of the Federation. (ii) Group-`B’: The mode of recruitment is 25% Direct and 75% promotional. These posts are on the common cadre of the Federation. The requisitions of 12 posts meant for Direct Quota have already been sent to HPSC. (iii) Group-`C’: The requisitions of 188 posts meant for Direct Quota have already been sent to HSSC. In addition a proposal for filling up of 13 posts of Clerks meant for Direct Quota is under process and requisition will be sent to HSSC shortly, as notification for amended qualifications as per Government instructions received from RCS, Haryana on dated 15.1.2014. (iv) Group-`D’: Most of the posts in Group-D have been kept in diminishing cadre. The requisition for filling up of 3 posts of Lab Attendants meant for Direct Quota has already been sent to General Services-I of the Government.

  3. (B)Status of Backlog The position of backlog of the Federation as on 1.1.2013 has already been conveyed to the Director, Social Welfare, Haryana vide this Office letter No. HDDCF/Admn/EA-2/2013/5918, dated 30.1.2013 which is as under:

On the above issue the point wise explanation of the office is as under:- • As regards of backlog in Group-A posts it is stated that the organization chart of the Federation was came into force w.e.f. 1.4.2006 and the criteria of filling up of the posts is 100% by way of promotion and there is no provision of reservation in promotion in Group-A posts. Hence there is no backlog in this category. • So far as, the backlog in Group-B is concerned, it is stated that as per organization chart there is a provision of recruitment 25% direct and 75% through promotion. As per Government policy there is no reservation on promotion in Group-B also. As far as direct posts are concerned, the requisition has already been sent to HPSC in order to clear the backlog. Hence there is no backlog in this category also. • In Group-C there was a backlog of 25 posts in Backward classes. As mentioned in para-2 above the organization chart of the Federation came into force after restructuring w.e.f. 1.4.2006 in which there are only 57 sanctioned posts exist in the Federation relating to various categories in different sections. It is pertinent to mention here that most of the staff of Group-C was transferred and absorbed permanently in the different Milk Unions which are having separate entity and registered separately under Haryana Cooperative Societies Act, 1984 with their own Board of Directors and Bye-Laws. In the above 57 sanctioned posts exist in the Federation, most of the categories are having only one post except 7-8 categories which are having 2 to 7 number of posts. As we have confirmed from other departments also whether the backlog already conveyed can be cleared at this stage. It has been confirmed that in these circumstances when most of the staff has already been absorbed in Milk Unions there is no back log exists at Federation level. • So far as the backlog in Group-D is concerned, it is stated that at the time of restructuring of the organization chart of the Federation this cadre was kept into diminishing cadre, hence there is no backlog at Federation level in this category.

Further, backlog of 7 promotional posts of Group-C was written by this office to the Director, Welfare of SC & BC vide letter No.6598, dated 14.3.2013 intimating that in the revised organization structure of the Federation there are four categories of promotional posts in which backlog of 7 posts has been shown. The detail of sanctioned/filled/reserved posts is as: under:-

  6. From the above, it is very much clear that the filled posts in 3 Categories is nil and in one category there are only 3 filled posts. Further, it is also worth mentioning here that there is no incumbent available in the feeder cadre of these posts. Hence there is no question of backlog in these posts also. Accordingly we have sent the proposal for the approval of The Principal Secretary (Coop) Haryana on single file system. After receipt of approval from the Principal Secretary (Coop) the Chief Secretary to Government Haryana will be informed accordingly.
