Governing an Area of Global Interest • The legal framework of jurisdiction is the Law of the Seas • The Ilulissat Declaration of 2008 (5 Arctic Nations) • To secure free and safe maritime traffic new regulations are needed • Transpolar issues has to be addressed and taken care of • Environmental concerns • Indigenous people • Vulnerability and adaptation capacity • The resources, trade route should be utilized to the benefit of the world and with due concern to environmental risks • How do we strengthen the multilateral cooperation • Is the Arctic Council the answer? • Or, do we need a new body?
