  7. There are obstacles and unknowns along the way… • Who shall I contact? • When shall I contact to get my authorization in time? • How much will it cost? Shall I support this cost myself? • Where can I connect my wind farm? • Where can I built my evacuation line? • What are the connection requirements?

  10. … And where there is enough grid capacity. Insufficient grid capacity is reported to be responsible for projects to get stuck by almost 60% of the developers. Main reasons for project to get stopped

  12. Evacuation lines projects, a social challenge… • Especially in southern European countries: • Spain, up to 209 people • Portugal, up to 105 people • Italy, up to 90 people

  13. … With consequences. Main reasons for project to get stuck Changes in cable routes are reported to be a cause for projects to get stopped by almost 20% of the developers at EU level. (Reaching more then 50 % in some countries).

  15. … and new problematic can raise. • In spite of being the second EU market, Spain presents one of the highest grid access lead time explained by • Overload of the system operators treatment capacity. • Grid capacity sold out.

  16. What could be done? (1/2) • Make public the information on the grid characteristics: • To carry out access capacity studies by wind developers • To propose technical and managements solutions which allow to increase the grid capacity • To establish a realistic calendar for the connection of the installations. • More transparency in the decision making as well as to avoid asymmetrical treatment between companies. • Infrastructure Plans for the construction and reinforcement of lines should be realistic and fulfilled. Developers could be able to give financial support. • Avoid to much request at the same node.

  17. What could be done? (2/2) • Implement coordination between distribution and transmission companies (for execution of new infrastructure as well as in the flow of information on connection requests and for the operation of wind farms) • Grid codes have to be realistic, coherent with the state of the art of the technology and never retroactively applied. It is important to make an effort of harmonization at EU level. • Infrastructure for wind farms interconnection should be of public interest and land occupation should be facilitated, creating the adequate economic compensations for the land owners. • Give possibility to the developers to get involved in the financing of grid reinforcements.
