Platform 4 work programme 2012-2013 – culture Policy dialogue based on partner's needs, centred around: the impact of investment in culture on socio-economic development, identification of tools to assist policy formulation A series of events to implement policy dialogue: expert seminar September 2012, high level/Ministerial Conference in 2013, regional seminar on the implementation of the 2005 UNESCO Convention on the protection and promotion of the diversity of cultural expressions (2013) Implementation of the Eastern Partnership Culture Programme Culture

Main objective of the dialogue Help Partners to raise the profile of culture within their own administrations and improve inter-ministerial cooperation Raise awareness about the importance of mapping processes, evidence/data gathering Help Partners in identifying tools that can assist them in policy reform: TAIEX, twinning Raise awareness of partners about the importance of reaching out to civil society and establishing dialogue structures Culture

Dialogue - events 26 September 2012 – Expert seminar on cultural policy, Brussels Challenges: sharing of experience (EU and Partners) Diagnosis:reports under Eastern Partnership Culture Programme + needs seen by civil society Tools: TAIEX, twinning Preparation of high level/Ministerial meeting of 2013 First half 2013 – high level/Ministerial Conference Mobilising high level participants also beyond culture Highlight success stories about the power of culture in the different threads of development Mid-term assessment of Eastern Partnership Culture Programme Raise awareness about opportunities under new Creative Europe Programme Guidance on priority issues to tackle in the framework of the Eastern Partnership Culture

  10. What Instruments (1)? I. Eastern Partnership Culture Programme 2011-2014 3 million EUR capacity building component – RMCBU -provides technical assistance to address specific priority needs of public institutions and the region's cultural sector, 9 million EUR granted to civil society cultural organisations – profit and non-profit - and national and local institutions for 15 regional cooperation projects. Culture

Creative Europe 2014-2020 Open approach: full participation of ENP countries (on an equal footing with Member States and candidate and potential candidate countries) Framework agreement, memorandum of understanding, entry tickets Importance of expressing interest for the future programme Culture
