The problem • In NL muchfreedomand flexibility forstudents: “academic” approach • The idea is: as muchopportunities as possible But • Low number of bachelor graduates finish within 4 yearsafterenrollment (nominal = 3 years) • Lots of students take 6-7 yearsto complete their bachelor study • High drop out rates, especially in first year(Baars, 2011) • Medicalfaculty: 15% drop outs in first year • Economicsfaculty: 40% drop outs in first year • Solution: BSA, decreasingopportunities

  6. What is a BSA ? • DecisionFaculty Board toexpel a student from his bachelor degree program • Rules • >=40 ECTS (67%) credit points in first year • 60 ECTS (100%) of first yearprogram by end of 2nd year • Culture change • 60 ECTS is normal

  12. 27 Conditions - Formal • Rules • >=40 ECTS (67%) credit points in first year • 60 ECTS (100%) of first year program by end of 2nd year

  13. 27 Conditions – Academicyear • The academicyear starts at the same time forall programs. In 2010-2011 that was on September 6. • The second semester starts at the same time forallprogrammes (February 7) • The second semester ends at the same time forallprogrammes (July 15) • Allregularresitopportunitieswill take placebefore the end of the second semester. • The Binding StudyAdvicewillbeissued in the last week of July at the latest. Additional: • Semesters are preferablydivided in twoblockswithequal load (maximum three courses) • Resits must bescheduled shortly after the normal examination

  14. 27 Conditions - Administration • Examination results must be sent latest 10th workingdayafter examination • Student Administration Office willprocessall the examination resultswithin 3 workingdays • Students get a written list of marks in teaching weeks 13 and 23. In week 45 they get the definitiveadvise • Quick acceptance of studentswhoreach 40 ECTS (important forinternationalstudents) • Quick withdrawal of studentswhocan no achieve 40 ECTS • Alldiscussions, adviceandagreementsregardingstudents must berecorded in a digital support system

  15. 27 Conditions- Counseling • Integrated approach totutoring • Lecturersalso have dutytosupervisestudents • Every first year student willbeallocated a tutor/mentor • A minimum number of contact moments must beguaranteed (in sem 1: 1x2 weeks in groups) • Everydegree program must have at least 1 professional studyadvisor. • Progress interviews withstudents must beregistered Conditions: prompt respons bylecturers (e-mail: 2 workingdays, 3x/wkphone office hour)

  16. 27 Conditions– Teaching & QA • The first year is representativefor the full program • Programs must beevaluated • At least 12 contact hours a week • Balanced time table – no/littlecompetitionbetween courses/tests/activities • Quality of testing is guaranteed (when <50% succeed-> Analysis !!) • Assessment andtesting must be transparant • Proper communicationabout timetable/exams • The feasibility and quality of the programs must be the guiding principle behind the quality and quantity of the facilities.

  17. 27 Conditions– Information Faculties: • Information on intranet/Blackboard (continuous) • Meetings forstaff • Informing first-yearstudents Central • Letttersto student • Digital newsletter • Verbal information and flyers at marketing events • Etc.

  19. Implementation factors • Listening • Staffing • Communication: clear, using real letters • Registrationandadministration (fastand correct). • Involveadministationstaff !!! Ownership • Improve teaching quality

Teaching quality • Allstaff have to follow teacher training program • All courses (soalsostaff) are evaluated • No goodevaluation means: training • No good teaching results: no promotion • Training baseduponevidencebasededucationalresults (research abouteffectiveness of education • Hattie, 2009 • Jansen, 1996, 2004 • Van den Berg & Hofman,2005

How to move on? • Nominal = Normal • Binding StudyAdvice (BSA) of 60 ECTS (instead of 40) • Implementation of interactive/activatingeducation(oftensupportedby e-learning) • Serial courses in stead of parallel courses • Compensatorytesting / grading • Limitation of re-sits / re-exams • Earlyidentificationandcharacterization of dropouts (earlywarning systems) • OpenCourseWare: open courses for online access, sostudentsbetterknowwhattoexpect (andhence, can make betterdecissions)
