    16. SRB ECM Risk Assessment and Acceptance ECMs have taken substantial risk across the board in significant award level reductions or removals. ECM Target is based on FLEET NEED but does not fully account for Spring 09 EPA, Medical Buyback, Adaptive Core and other projected or approved EPA growth (CYBERWARFARE, etc). Future Concerns Exhausted FY09 funds Starting to build FY10 SRB message with plans to meet shortfalls in retention, sustain critical skills, account for planned growth, Post 9/11 GI Bill, changes in economy, etc..... SDAP SDAP normally reviewed annually and the rates adjusted accordingly. As of a April approx 25,981 personnel are receiving SDAP. Latest SDAP rates are in NAVADMIN 156/09. Annually SDAP recertification due 31 Aug 2009 (ref NAVADMIN 168/09). Important that commands ensure only authorized personnel are drawing SDAP.     17. E-5 HYT Msg sent to 257 FY09 E-5 HYTS (13-16 Mar) All guaranteed a SELRES in-rate quota All required to submit a 1306/7 within 30 days of msg to SELRES ECM (regardless of intention) 67 Active/4 FTS Accepted 20 Active/8 FTS Declined Next MSG will be for E5 HYT between Oct and Dec 2009

    18. Short Term Extension (STE) Control NAVADMIN 007/09 released 9JAN09 - TO SHAPE THE FORCE TO ACHIEVE GREATER FIT, MAINTAIN HIGH QUALITY, AND STABILIZE THE MANPOWER DEMAND SIGNAL. If Rating/Zone manned 110% or > Pers-811/ECM approval required to execute an STE AUTHORIZED EXCEPTIONS; Maternity benefits Obtain obliserve to execute PCS/IA orders Fleet Reserve Meet initial entry obligations Rating/Zone Manning level updates posted: BOL main menu/Rate Manning Management/Overmanned Ratings HTTP://WWW.NPC.NAVY.MIL/CAREERINFO/ENLISTEDCAREERPROGRESSION/ Latest update posted 9APR09 If Rating/Zone drops below 105% for two consecutive quarters it will come off the list. Rate Manning, Command Manning, Type Duty, Criticality of NEC, PFA, PTS are considered by ECM. 780 processed 240 approved 507 disapproved 10 returned without action 23 given alternative solution

Conversion to Submarine Electronics Computer Field (SECF) Unique opportunity for Submarine qualified personnel in the following rates to convert to SECF YNS, CSS, SKS Priority is Zone A, however Zones B and C will be considered Coordinate with your CCC to: Verify/update scores and qualifications in FLEETRIDE Use FLEETRIDE to see if you qualify for SECF Submit conversion package
