WRC-[12] CPM (Conference Preparatory Meeting) – 14-25 February 2011 • WRC-[12] ([23 Jan.-17 Feb. 2012]) • - 33 agenda items, • almost all services (terrestrial: RLS, AM(R)S,passive services, FS, BS, MS, Maritime MS, Amat.S, space: AMS(R)S, SRS, BSS, MSS, MetAids, RDSS, MetSat) and other issues (Res.951, SRDs, Cognitive Radio) • and many applications and systems : UAS, ENG, HAPS, oceanographic radar, …

Some principal themes of WRC-[12] (1) • Safety • aeronautical communications by satellite for safety and regularity of flights in civil air transportation • aeronautical spectrum requirements (terrestrial) for safety-critical data links and new applications in air traffic management • digital technologies for improved maritime safety communications • ship and cargo i.d., tracking, surveillance, port security • use of amateur service as emergency communications back-up • radars and passive sensors for monitoring weather and environment • “Classic” radiocommunication services • spectrum opportunities for new applications arising from “digital dividend” • satellite component of IMT (and spectrum for MSS in general) • high-speed data fixed wireless applications above 70 GHz • HAPS gateways • Electronic News Gathering (ENG)

Some principal themes of WRC-[12] (2) • Regulatory issues • Software-defined and Cognitive Radios • Definitions – no need in RR • Operate within existing services under related RR • Information required on device location and characteristics within a network through link to database or by cognitive supporting pilot channel • studies on need for regulatory measures to protect certain existing services • Short-Range Devices (SRDs) • identify SRD emissions inside and outside ISM bands • ensure adequate protection to all radiocom services • emission masks; exclusion bands; harmonized bands • International Spectrum Regulatory Framework • convergence of certain radio technologies • four candidate options – current practice; review service def’s; service substitution; composite services
