Presidency of John Adams(Adams leads the Federalist Party because Hamilton can’t run for President – not a “Natural Born” citizen) • Elected in 1796 as a Federalist • Thomas Jefferson is Vice-Pres. (Dem-Rep) • “Frienemies” – respected each other but very different views on gov’t • 1st election w/ political parties – rivalry!!! • 1st Pres. to live in DC • Hated it….

  4. XYZ Affair • French ships were attacking US ships trading w/ Britain (sound familiar?) • Federalist called for WAR! • Adams tries to negotiate (talk) w/ the French • French gov’t refuses to meet w/ Americans

  5. XYZ Affair • 3 unidentified (secret) French officials offer a BRIBE to meet w/ Foreign Minister of Fr. • US to loan France $10 million • Pay the For. Minister $250,000 • Americans REFUSE and • end treaties w/ France • Allow US to attack Fr ships • Expand US navy and army • We’re “sticking up” for ourselves – not getting pushed around…

  6. Alien and Sedition Acts • What are Aliens? • - foreigners not yet citizens • What is Sedition? • – Saying/writing anything against the gov’t • Adams didn’t like criticism from the D-R • Federalist blamed D-R and aliens • Federalists passed the A & S Acts to limit the growing power of the D-R

  7. Alien Acts- What were they? • Most Aliens joined the D-R party when they became citizens • Made it more difficult to become a citizen • 14 year wait • Aliens could be kicked out of the country • What was the purpose of this Act? • Limit the power of the D-R political party!

  8. Sedition Act – What was it? • Made it illegal to write/say anything bad about the gov’t • 1st Amendment ?!?!?!?!?!?!? (huh?) • D-R Congressmen, Newspaper Editors – arrested and jailed • What was the purpose of this Act? • Limit the power of the D-R political party – even if it’s unconstitutional…

Democratic-Republican Response • Led by Jefferson (V-P) and Madison • Developed a theory of States’ Rights • States can nullify (cancel out) federal laws in their states • Kentucky/Virginia Resolutions say the Alien and Sedition Acts are illegal • D-R gain support and all the Acts are repealed
