  1. Develop avenues for transition of National Demonstrator countries from demonstration phase to ongoing participation in FCT/GFOI. • Develop criteria for addition of new countries to participate which include official recognition of national participation in the program and development of mutually agreed end goals and pathway. These criteria will also reflect priorities of UN REDD+, FAO, World Bank FCFP • Develop strategic framework for Capacity Building. • Possible steps: increasing numbers of trainers • engaging with established capacity building organisations • Agree on next steps and roles in approaching/responding to interested countries • Agree on nominal roles and responsibilities of GFOI and participating countries. 2. Task Force agreement to work with FCT leadership to establish a more formal and appropriate plan for engagement of countries including current ND and new participating countries. Sept 21 2012 (TF) • Strategic Planning. Develop a strategic plan that ranges from detailing required interaction with individual countries to projecting multiyear planning for the achievement of orderly, sustainable increases country participation – setting targets based on known capacity for numbers year by year and for the growth of the initiative. There may be different (informal) types of engagement – MGD uptake only, capacity building support, data supply and processing support. The latter will require identification of a suitable sponsor agency to fund the data aspects. Oct first draft • Rationalise the National Demonstrators. Contact all existing NDs and invite them to be recognised formally as participating countries in GFOI. Request they send a letter (ideally Ministerial) confirming their participation, establishing the agency (and POC) responsible and confirming agency’s relevance to national MRV and REDD efforts. • Oct/Nov (ideally GFOI PO) National Demonstrators and Participating countries—next steps

  3. Follow up recent country expressions of interest. Similar follow up with new countries which have expressed interest in participation e.g. Ecuador & Costa Rica. • Oct/Nov (ideally GFOI PO) • Coordinate Multi-Year Capacity Building Schedule. Develop an inventory of planned and ongoing capacity building activities, workshops etc of SilvaCarbon and others – to be able to ensure synergies and consistency with objectives and address policy priorities. • Oct (USA lead) • Review arrangements for the Product Development (PD) teams. • Previous ad-hoc PD arrangements for interacting with participating countries will be superseded by the intergovernmental mechanisms proposed for GFOI. Existing PD teams may continue to have a role where formally supported by GFOI countries. • ASAP (Aus/Norway/USA) • Establish pathways for supply and processing of data for participating countries. • Evaluate public good and other data sources against long term plans for providing participating countries with data and processing support and plan accordingly while exploring potential additional sources of support.
