  4. Context of EGI 1.0 1990’s: World Bank power sector reforms -- problem: bankrupt and corrupt utilities -- solution: corporatization and unbundling • improve cost recovery • attract investors

  5. EGI Toolkit focus: Process By improving decision-making processes in the sector, EGI sought to help civil society in key developing countries work towards better public good outcomes

Post-assessment • Partners recognized as CSO experts on electricity • Better process = invited to contribute • Potential to set agenda, not just react to agenda • However, barring notable exceptions, there has been limited impact • Partners feedback: stronger link to advocacy, support for more substantive engagement
