  2. CE units increasingly have to negotiate a tug-of-war between: Mandates (innovative relevant programming & community engagement) and Conditions: cost-recovery (or sometimes profit).

University of Manitoba Extended Education: Context Mission: To extend the resources of the UM to meet diverse learning needs through innovative, flexible educational opportunities that enhance students’ success. Mandate to provide: • Equality of opportunity and access to the educational resources of the UM • Innovation in programming and delivery • Leadership in teaching, research, and service. Four streams offering degree, certificate, diploma, & non-credit programs: • Degree Studies (DE/SS/OC/General Studies/ BA:IS) • English Language Studies and International Programs • Continuing Education Programs • Access/Aboriginal Focus Programs In 2009-10: 25,000 registrations in degree courses and 5,700 in certificate and non-credit courses (CE, ELS, and AFP). 500 cert graduates/year. 100 FTE staff

  5. Funding Model Largely supported by tuition revenue (degree, cert/non degree). Degree rev in turn shared with faculties/depts Funding envelope for Access and some AFP/TYP programs Context: Provincial and institutional budget challenges Budget Baseline funds ↓ 1010-11: small baseline (<7% , $1.4m on $18m) New model proposed with provisions acct, and changes to carryover processes

Challenges of Cost Recovery May limit ability to fully meet mandate (e.g., history of CE/adult ed: social change, responsiveness, providing access, supporting student success, maintaining quality, and engaging with community May result in decisions driven solely by $ Organizational culture should be of collaboration; resource shortages may pit units against one another Opportunities Provided certain conditions (e.g., control of resources) are in place, may foster innovation, flexibility, entrepreneurship and partnership

  7. Participants, please break into small groups to: 1. Discuss where your unit is placed on the funding continuum: baseline funded → full-cost recovery → profit 2. What challenges have you experienced or might you predict with the push to cost recovery? 3. Have you experienced or would you predict any benefits from a move to cost recovery? Groups will then report back for a full group discussion.
