  2. The “Property-Cooperative” (i.e. Pro-Co) is a simple but effective Property Management strategy that emphasizes: • Proactive Planning! • Collaboration & Execution! • Adopting a Blueprint for the future!

  3. The “Pro-Co” is designed to address the “3-R’s” of Property Disposal . . . • Agency Relocations • Building Renovations • Clutter Removal

  4. The Pro-Co can be applied to virtually ANY building . . . • Federal Buildings – BIG or small ! • Privately-Owned/Leased Buildings or Historically-Significant ones!

  5. In the Pro-Co, “Education” is the Key . . . to effective property management !

  6. Education Means Being Pro-Active • This entails : • Agencies being educated and planning ahead! • Agencies & GSA collaborating & executing plans and timetables! • Agencies & GSA adopting a “blueprint” that fits—for the short-term or long-haul!

  7. The First Step is “Proactive Planning” . . . Educating Agencies • Responsibilities: Agencies must realize that this is THEIR property & THEIR “costs”—not the buildings’ management or GSA’s! • Agency Projections are Essential: 1 year is good; 4 months is minimum for major “moves!” • Attend/Acquire Training: GSA Broad-based “Custodial” and Individual “Hands-On” training for reporting and managing excess property!

  8. The Second Step is Collaboration & Execution . . . Educating Each Other • Agencies should conduct “joint” meetings w/GSA & Building Management – EVERYONE on “same page!” • USE GSAXcess to facilitate disposals—transfers or donations— “in advance!” • For residuals: Use “best” methods available—Special Screenings, GSA Auctions, A&D (scrap), Schedule 899.5 (Reclamation, Recycling & Disposal)

  9. The Third Step is Adopting a Strategy . . . Education for the long Haul! • Plan In Advance! • Allocate “space” for disposal not storage! • Seek training w/w available! • Coordinate w/Building Mgnt. & Security on visits (nosurprises!) • Keep property moving--not “static!” • Partner with GSA!

Why “Partnering” w/GSA in the “Pro-Co” Process is important . . . • “There are more things on heaven and earth, Horatio, than are dreamt of in your philosophy.” – -Shakespeare/Hamlet • Title 41 CFR – FMR part 102-36 Disposition of Excess Personal Property gives you the “facts”; a GSA-Area Property Officer or Disposal Officer can give you the “why” for doing it the “best” way . . .
