EAHC: Who we are • The EAHC is one of six executive agencies set up by the European Commission to execute complex Community programmes and enable the Commission to focus on policy making. • The EAHC was formerly the Public Health Executive (PHEA). In 2008, the Agency's name was changed, the mandate was prolonged and expanded to include actions in consumer protection and training for safer food.

EAHC: What we do • The EAHC implements the EU Health Programme, the Consumer Programme and the Better Training for Safer Food initiative: • carries out all operations necessary for the management of the programmes, • in particular those linked to the award of contracts and grants, and management of projects, • helps disseminate know-how and best practices, • feeds back projects’ results to DG SANCO for policymaking, • provides support in organising technical meetings, studies, seminars or conferences, • foster networks of among European experts.

EAHC: Facts and figures • Based in Luxembourg • Staff: 50 • Manages over 280 public health projects, operating grants, conferences, joint actions, international agreements. • Administers relationships involving more than 2,400 partners with total of 153 million euro of Community contribution. • Diverse types of beneficiaries: non-governmental organisations, public sector bodies, public administrations, universities, higher education establishments, and commercial firmsfrom all EU member states, with different capacities, experience and working cultures

Financial management • The grant agreement foresees the payment of the EC contribution in several instalments (art I.5) • 40% first pre-financing payment • 30% further pre-financing payment's depend reporting • 30% final payment (balance resulting from the cost statement accepted costs) • Maximum 20% change in cost category budget (art I.4.4) • 20% of the receiving category • No change to the total budget • Co-ordinator informs (in writing), in advance, EAHC, in agreement with associated beneficiaries • Above 20%, a written request for an amendment to the agreement is required • Any request has to be sent in good time before the amendment is due to take effect and at least one month prior to the closing date of the action

Interim – Final report outline • Technical implementation report, financial statement • Time: starting date, duration of the project and reporting period • Funds: total amount, EC co-funding, first pre-financing payment and further pre-financing request • Executive summary • Specification of the project: general objective, specific objectives, indicators, link to the work packages • Overview of activities per WP: activities, outcomes- deliverables, date expected, date achievement, levels of achievement (indicators), justification, problems encountered and actions to overcome problems
