Today: Key Accomplishments to Date The Commonwealth has achieved a remarkable amount of success… • …that has garnered attention and praise both in and out of the Commonwealth • “For the first time in my 20 years at the Commonwealth, we have visibility into our IT workforce and other IT assets” • Improved transparency, control, quality, and standardization of key Secretariat and Commonwealth-level IT services • Ability to share IT resources across a Secretariat improving coverage, service quality, and cost effectiveness • “It seems like every other government…has… played the IT consolidation game… But if any of them want to see how to play to win, they should look at Massachusetts” • Real, disciplined, aligned IT planning with formal governance and accountability • Common admin operating models lending flexibility and predictability to all Secretariats • A stronger and more agile IT workforce through the modernization of 400+ outdated job titles into well-defined job functions • “[The] spirit of open communication has already shown itself in the consolidation efforts” • Comprehensive, timely, coordinated communications popular with most IT and business professionals

Looking Back: Key Success Factors • ‘Tone at The Top’ – EO510 Governor’s mandate • 8 SCIOs appointed early on, and continuing to collaborate with increasing frequency, trust, and respect for each other • The “Power of One” – genuine collaboration across IT, HR, and Finance leaders and staff • SWAT team approach with focused,dedicated resources • Proactive, disciplined issue and risk management • Valuable prioritizing and piloting approach • Applying leading practices where possible (peppered with sound judgment) • Acknowledged “culture eats strategy for lunch” • Communications – early and often; more is better with IT “customers,” business stakeholders, staff, and unions • Follow-through – actions speak louder than words 360° Leadership Commitment Program Leadership Change Management

Looking Forward: Key Success Factors • Continue expanding common tools, processes, and procedures • Review and recycle the work products created by Deloitte • Hold honest and meaningful ‘check-ins’ with each other • Maintain focus on The Target State (not just December 2010) • Get business and staff vested in the program’s success (i.e., what’s in it for them?) • Avoid shortcuts • Keep communicating your wins and challenges through multiple channels: Secretariat business leaders, Agency Heads, IT Staff, the Legislature, the Public, and industry conferences • Celebrate all that you have achieved to date, and do not forget to celebrate all future milestones around the corner Continue to ‘Work Smarter, Not Harder’ Keep Up the Game-changing Spirit Communicate and Celebrate Wins

  6. What’s Next? We know the Commonwealth will continue along its path of impressive achievements this Summer and beyond, and many of you have asked “What’s Next?” for each of us.
