  2. Introduction to Celtic Community Link • A Rural Development Initiative based in South Tipperary & Waterford and Carmarthenshire in Wales. • Funded under the Ireland-Wales Programme 2007-2013 • Supported by Muintirna Tire – the National Association for the Promotion of Community Development.

  3. Background to Muintirna Tire Muintirna Tire, founded in 1937 by Canon John Hayes, operates two services; • Community development through the support and development of Community Councils • Community safety through the Community Alert Programme.

  4. Principles of Muintirna Tire The Muintirna Tire approach is based around the “whole community” to support active citizenship in communities. It’s core principles are based on; • neighbourliness, • self-help • self-reliance

  5. Celtic Community Link Main Aim Celtic Community Link will stimulate social and economic development in the target communities through; • Providing access in the community to information/services/resources. • Mobilising and sharing communities’ own expertise and resources.

Celtic Community Link Specific Objectives • To establish pilot outreach centres based in the project target communities. • To identify gaps in services and information provision. • To support communities to identify potential development projects. • To provide a link between communities – encourage sharing of info. and expertise. • To improve the competitive advantage of rural communities. • To encourage active participation in the social, economic and cultural development of the community.

Celtic Community Link In Practice • Outreach centres – one stop shop re: info. • Identify & support community development projects • Support funding applications • Link communities to others with experience in development. • Support access to and training regarding online services e.g. Funding applications, Government Dept. Online forms etc. • Enhance the services of other agencies e.g. Leader, Co. Council, Teagasc, FAS etc.

Celtic Community LinkProject Timeline Celtic Community Link is a 3 year project Year 1 – Identify & establish pilot outreach centres - support pilot activities Year 2 – Form network of outreach centres in communities / continue to promote benefits of the project Year 3 – Evaluate project & promote benefits and results / develop sustainable exit strategy

Role of the Project Officer • Information gathering i.e. existing services; funding sources; community groups; enterprise development. • Information provision – outreach centres • Identify gaps / barriers to development • Support communities to address issues arising • Support linkages between communities • Support the project towards sustainability

Expected Outcomes • Project outreach centres will become hubs of information / services / resource access • Gaps in service/information provision addressed • Improve the competitive advantage of rural communities. • Communities will become the drivers of their own social and economic development • Project roll out to other rural communities • The project will become sustainable through community/agency buy-in and training provision • Employment potential
