Nclb core academic content areas
NCLB Core Academic Content Areas

All teachers must be highly qualified if teaching any of the following core academic content areas:

Special education teachers must be licensed in SPED & HQ in every content area taught . Other teachers who teach many different classes also have high bars to meet. For example, EL and alternative education teachers must be HQ in every core subject taught.


Requirements for hq status
Requirements for HQ Status

  • Bachelor’s degree

  • Full Hawaii state licensure and

  • Assignment match to subject and grade level of license and

  • Either:

    • Demonstrated content expertise through:

      • Passing scores on the PRAXIS II in each core academic subject taught, or

      • Be National Board certified, or

      • For secondary teachers only, a major or the equivalent in the content area.

  • Or:

    • For those teachers with ONE or more years of teaching experience, earn 100 points through HOUSSE


Temporary hq for teachers enrolled in approved alternative routes to certification programs

  • Have already earned at least a bachelor’s degree

  • Be enrolled in a state approved alternative teacher education program, and

  • Have evidence of passing score on the Praxis II for each core academic subject taught, and

  • Be within the first three years of employment as a teacher, and

  • Be approved for temporary HQ by OHR.

  • The CA did not fully expend Title II funds

  • The CA did not spend funds as planned

  • Title II funds were not used as allowed

  • The CA did not follow procurement process

  • Approved PDPs were not in place within 30 days

  • Title I schools hired NHQTs without documenting reasons for hiring or did not have the newly hired NHQT on a PDP that would result in HQ within one year

  • Select HQ PD Plan tab

  • Teachers will begin plan in ‘My Plans’ tab

  • Principals & Designees will review plans in ‘Plan Participation’ tab

  • Step by step instructions can be found in the handbook, Document 2k

On the “My Plans” tab, the teacher starts his/her plan for the first time by clicking on the “Start” button

In this step you will add your Principal to your plan. Also able to add a designee who will be able to view the plan.

  • On the “Manage Plan Group” display:

  • - Enter the First Name and Last Name of your principal, press “Search”

  • Check the box next to name of the principal.

  • Click on “Add Selected Users”

  • Same process to add a Designee

Fill in the areas on the HQ PD Plan presented by selecting from the drop-down fields or entering information.

Click on the arrow next to the Plan Owner’s name – select “Edit”

  • Review the details of the teacher’s PDP

    (Core Content Area and Grade Span)

    To approve and complete the plan:

  • In ‘Principal Certification’, check ‘I agree’

  • Enter a value in ‘Resource Allocation’

  • ‘Accept ’ the plan which completes the process

    To reject the plan:

  • ‘Reject’ the plan ANDselect ‘Actions’, ‘Send Back’ to send it back to the teacher


Under “Core Content Area & Grade Span” review the details and comments

of the teacher’s PD Plan


TO APPROVE AND COMPLETE THE PLAN: details and comments

Click on “New” in “Principal Certification”

Check the ‘I agree’ box to approve the plan;

Enter an Amount Allocated and Save


Select “Accept” which electronically signs, dates and completes the plan

“Actions- Submit” sends the plan forward for OHR Review

“Actions – Send Back” send the plan back to the teacher

This electronically signs, dates and completes the plan
