All NC Schools Receive Support through Roundtable Structure School Support Models Low Performing: ABC’s/Below 50% and not meeting Growth Corrective Action Level 3 or higher: Federal Law District Improvement: FEderal Law Turnaround: Executive and judicial/constitutional right to basic education-high schools below 60% for two consecutive years and selected feeder middle schools below 60% District and School Transformation Division, North Carolina Department of Public Instruction

District and School Transformation Model Support to Targeted Districts and Schools ◦Provides customized support to districts and schools identified by growth, performance, and capacity issues ◦Focuses on building capabilities at the district level so that the school districts better support their schools ◦Intervenes directly in a smaller number of underperforming districts and schools to ensure a sound basic education ◦Include services for Comprehensive Needs Assessment, instructional coaching, community coaching, and professional development on instruction, organization, and leadership practice District and School Transformation Division, North Carolina Department of Public Instruction

District and School Transformation Model Support to All Districts and Schools ◦Provides support to all NC school districts and schools ◦Ensures increased student achievement and graduation rates to prepare students to be college or workforce ready ◦Reduces gaps among subgroups in districts and schools ◦Utilizes Strategic, Agency, and Regional Roundtables to identify common needs and deliver support ◦Facilitates the Statewide System of Support District and School Transformation Division, North Carolina Department of Public Instruction

Statewide System of Support Conceptual Framework The districts and schools targeted for customized supports models meet one or more of the following conditions: SSOS Targets Schools When Performance ◦ Is below 50% and not meeting growth expectation-ABC’s (state statute) or ◦Has gaps-(Federal law) or Is below 60% proficiency target (NC Executive and Judicial) District and School Transformation Division, North Carolina Department of Public Instruction

  8. Statewide System of Support Conceptual Framework SSOS Targets Districts When Performance ◦Is challenged by performance gaps or capacity ◦Is under consent order District and School Transformation Division, North Carolina Department of Public Instruction

Strategic Roundtable Meets quarterly, monitors statewide achievement data, and selects transformation districts Agency Roundtable Meets monthly, discusses cross agency collaboration, analyzes current initiatives, reviews comprehensive needs assessment outcomes, identifies gaps and redundancies, targets resources, and monitors progress Regional Roundtables Meet monthly, analyze impact of current initiatives in each district in region, analyze trends and common needs in region, Facilitates and coordinates technical assistance to districts and schools based on need, and monitor progress The Statewide System of Support and Roundtable Structure District and School Transformation Division, North Carolina Department of Public Instruction

Interlocking Roundtables Five SBOE Goals: • NC public schools will produce globally competitive students • NC public schools will be led by 21st Century professionals • NC public school students will be healthy and responsible • Leadership will guide innovation in NC public schools • NC public schools will be governed and supported by 21st Century systems District and School Transformation Division, North Carolina Department of Public Instruction
