  1. Annex 3a A OTHER ASSISTANT COMMISSIONERS (6) 1. Identify and develop criteria for prioritization of policies/issues and concerns, particularly emerging and urgent issues which should be brought to the attention of the CP. 2. Evaluate and approve areas prioritized by the ManCom Technical Divisions (TDs) and by the Monitoring & Evaluation Division (MED); 3. Initiate the conduct of policy research, surveys, workshops and/or policy formulation on prioritized problems/issues other than operating issues, which should be resolved at the level of the operating directors concerned, and recommend action/decision thereon; 4. Act on the results of studies and monitoring and assessment activities conducted or on proposals/ issues/concerns submitted to the ManCom by the ManCom TDs/MED or by other COA offices and recommend action/decision for ManCom deliberation and CP action; 5. Initiate implementation of policies/proposed recommended solutions on a pilot test basis; 6. Supervise the studies and researches conducted as well as the monitoring and assessment activities on the proper implementation of policies of the Commission; 7. Attend exit conferences relative to audits conducted on the operations of the Commission; 8. Perform such other functions as may be assigned by the Chairman/ManCom from time to time. DEPARTMENT LEGISLATIVE LIAISON OFFICER 1. Provide necessary inputs for policy formulation as gathered from observations on goings-on at Malacañang and at the regular sessions and committee meetings in Congress; 2. Liaise with other offices specifically with Congress and with the Office of the President to facilitate exchange of information necessary in the discharge of the concerned offices’ respective areas of responsibility; 3. Monitor and evaluate all proposed and pending bills pertinent to the functions and mandate of COA and recommend appropriate action thereon; 4. Perform such other functions as may be assigned by the ManCom from time to time. TECHNICALDIVISIONS (2) 1. Gather and update data on laws, rules, and policies necessary for policy formulation,evaluation, and implementation including data on issues and concerns particularly emerging and urgent ones; 2. Recommend prioritization of studies initiated by ManCom; 3. Conduct studies and policy research on problems/ issues/concerns assigned; 4. Prepare reports on the results of studies conducted and submit same to the Assistant Commissioner concerned; 5. Perform such other functions as may be assigned by ManCom from time to time. MONITORING AND EVALUATION DIVISION 1. Gather and update data on laws, rules, and policies necessary for policy formulation, evaluation, and implementation; 2. Recommend to the ManCom the prioritization of policies to be monitored and assessed; 3. Undertake monitoring and assessment activities on the proper implementation of prioritized policies of the Commission; 4. Prepare reports on the results of monitoring and assessment activities conducted and submit same to the Assistant Commissioner concerned; 5. Perform such other functions as may be assigned by ManCom from time to time.
