    2. 2 Briefing Purpose Purpose is: To let the “larger” human sciences community know that HPC exists Provide some insight into the CNO’s commitment to improved HSI to provide new or improved Human Mission task Performance capability Introduce the “detachment” concept being used by the HPC for diffusion of the HPSM in the navy Ask for the assistance of the HFE TAG in defining HSI as a Human Science discipline During the T&E sub-group meeting tomorrow at 1500, I will expand on the detachment concept as it is being applied specifically to acquisition and in particular to the Developmental, Operational, and Post IOC evaluation and testing activities.     3. 3 The establishment of the HPC is traceable to our CNO concern for the people part of the Naval capability equation. ADM Clark commissioned the ERNT in 2000. In FY 02 a team of professionals responding to the ERNT (Task Force EXCEL) developed sweeping recommendations to implement solutions to the barriers to optimizing human capital which the ERNT had identified. In response the Navy completely restructured the most visible of its human performance activities – Training, by elevating the Chief of Naval Education and training to an echelon two CNO Staff position. Another the many proposed interventions coming from the Task Force was the establishment of a navy organization dedicated to and staffed to insure that Human performance of mission task was central to organizational, operational, and acquisition decision making in the Navy.     4. 4 HPC Mission The mission of the Human Performance Center is to optimize Naval warfighting performance by applying the Human Performance Systems Model and the Science of Learning to all facets of Naval operations.” The HPC uses Human Performance Systems Model as a paradigm for its working processes aimed at achieving Human Performance Improvement.     5. 5 Human Performance Improvement, as viewed by the HPC, focuses on identifying and removing or avoiding barriers that limit our military mission capability by preventing people from achieving optimum performance of mission tasks. In general the Center has adopted the American Society of Training and Development Human Performance Systems Model which uses a wide range of human science methodology to locate or predict the root causes of human performance limitations that further limit military mission capability and to select, develop and evaluate solutions that will overcome or at least mitigate the limiting effects of those barriers. Human Performance Improvement, as viewed by the HPC, focuses on identifying and removing or avoiding barriers that limit our military mission capability by preventing people from achieving optimum performance of mission tasks. In addition, recognizing the broader implication of HP issues in future military capability, it provided for the Human Performance Center which maintains a core technical support capability and used a hub and spoke organization to provide detachments of HP specialist both inside the NETC organization and in critical fleet commands and the navy acquisition community. As a result, the HPC billets are geographically distributed throughout the CONUS.     10. 10 Note that is provides the human mission performance analysis required by the systems designers to insure that systems are not only human friendly from an system centric perspective, but that they are design with a high probability of actually providing new or improved mission capability when fielded. The models evaluation component fits both developmental and operational testing adding the ability to test the new systems effects on mission performance. There is however a significant challenge in achieving the mission performance objectives that will fill the gap that justified the material acquisition investment even if the system is materially and functionally perfect. Some of us who recognize that the intent of the new acquisition rules goes beyond good HFE and that the need for improved HSI is not synonymous with better HFE, are struggling.     12. 12 What is HSI? Maybe the words are so simple that we are not looking at the profundity of their implications. This is not to be unexpected since we know that profound changes to our professional lives are sometimes difficult to handle. It may just be a timing thing in that the new acquisition instructions explicitly address HSI and place such significant emphasis on getting it that it is being perceived as a HFE issue. This may be masking it real significance for the entire military infrastructure. Accordingly I (John Rice), am concerned that HSI has taken on a life of its own when we don’t really understand its implications. There are several factors that are in play but fundamentally, I think we may have a need to reexamine the entire spectrum of Human Sciences and their contributions to good HSI. This seems like something the HFE TAG should be doing and the subject of this conference could not be better times. It may be time for a transformation. Maybe the words are so simple that we are not looking at the profundity of their implications. The structure and emphasis of both the research in and the application of human physical, mental and social science needed to achieve mission success may need to change. Changes may need to include restructuring of the work performed by human science professionals to redistribute knowledge, skill and tasks into discernible jobs.
