Major reasons for Partially Operating SSFs • Equipment is still on test-run. • Awaiting additional request for other processing facility e.g. water system by the Cooperator. • Equipment returned to supplier because of technical problems, awaiting delivery of equipment. • Twinning and Handloom machines were destroyed by Typhoon Yolanda, equipment need replacement (Region 8). • Awaiting repair/completion of processing area/building. • Delayed in the installation of transformers and 3-phase electric power supply system. • Beneficiaries are still familiarizing themselves with the equipment; need additional training since they are used to manually-operated equipment. • Insufficient supply of raw material because of natural calamities/raw material is seasonal but equipment is being tested for use of other raw material. • Facility is underutilized since the initially identified market is not yet accessed, thus production is limited.

Major reasons for Non-Operating SSFs • Equipment encountered technical problems during the test-run; returned to supplier. • Equipment delivered did not meet required specifications in the TOR, returned to the supplier. • Training on the use of the equipment was not yet conducted by the supplier. • Production/processing area still for repair/construction. • Cooperatorhas difficulty in providing their counterpart share – processing area, working capital and personnel. • Cooperator lack the technical and management capability to manage the project. • For areas affected by the Typhoon Yolanda, Pablo and Santi – processing area was destroyed, no supplier/scarcity of raw material.
