The NDRF is not a plan: • Promotes the establishment of post-disaster organizations to more effectively manage and coordinate recovery operations • Forges a common understanding across all levels of government prior to disasters • Creates a scalable and flexible coordination structure to: • Streamline and simplify assistance • Bring all appropriate players to the table
