EVOLUTION SINCE 9/11 2002: March, start of C-TPAT, aiming US commercial entries. 2005: 150 countries signed the SAFE agreement at the WCO. 2007: Mutual recognition: N-Zeland, Canada, Japan, EU, Jordania, Taïwan, South Korea, Singapour 2012: Risk assessment notion Use SAFE partners and audit non-SAFE US internal estimated cost related to security: 800$G
  3. WHAT THE COUNTRIES NEED TO DO: Securing the logistic chain: Secure commercial border entries, aiming at stopping elements that car arm populations or support terrorist attacks.   6. CUSTOMS OBJECTIVES C-TPAT is a voluntary government-business initiative to build cooperative relationships that strengthen and improve overall international supply chain and border security. GOALS: Know in advance the merchandises to be imported / exported Point of origin infrastructure security and ‘in-transit’ cargo security Mutual cooperation between customs agencies Increase collaboration between customs and trade actors

ROLES IN C-TPAT EMPLOYER: Implement security controls and procedures; Support security committee and employee training; Keep updated security controls and procedures; Contact customs and authorities. EMPLOYEE: AWARENESS: They are the first line of defence; Report anomalies / security breaches. Respect of controls and procedures.

  20. OTHER REQUIREMENTS TO MEET CURRENT DOCUMENTS and ARCHIVES PROTECTION: HR, IT, customs, R&D, finance, quality, etc. Profiles of customers, suppliers carriers, sub-contractors, brokers. Shredding policy ADMINISTRATIVE ZONE: Offices / cabinets locked when away. Weekly security rounds / Yearly compliance audit

Certification process Register to CBP; You have then 60 days to submit your security profile for Tier 1 Certified status During the following year (between month 4 and 12), company will be visited by 2 customs validation agents to confirm security controls and procedures meet the requirements If positive; Tier 2 Validated status Each year, self-assessment to perform and update on the portal Customs agents will come back every 3 years.

INTERNATIONAL EXPANSION 2003: C-TPAT aims at carriers and importers coming from CANADA and Mexico. 2005: World Customs Organization (WCO) adopts SAFE- Frameworks of Standards as international security norm. 2007: USA signs mutual recognition agreement with New Zeland. 2008:USA expands mutual recognition with CANADA, Jordania and Japan. EU starts the Authorized Economic Operator (AEO). Mutual Recog in 2011. 2011-12: Mutual recognition with Australia, Singapour, Korea, etc. OBJECTIVE: 85% of international biz by 2015.
  25. PARTNERS IN PROTECTION (PIP) and AUTHORIZED ECONOMIC OPERATOR (AEO) PARTNERS IN PROTECTION (PIP) CBSA to manage imports in Canada Mirror program of the C-TPAT and mutual recognition in place. AUTHORIZED ECONOMIC OPERATOR (AEO), by EU countries customs, to manage imports and exports out of the EU. Mirror program of the C-TPAT and mutual recognition to come in 2011 or 2012.
