  3. What characterises 21st Century Information Society? • Convergence happens: • Convergence of networks • Convergence of services and content • Ubiquitous Computing: • Privacy and Security • Standards • Demand for Infrastructure: • Broadband development • Spectrum re-allocation

The task for “regulation” • “regulation: A principle, rule, or law designed to control or govern conduct.” (http://www.thefreedictionary.com/regulation) • Regulation is tool for governing, and needs to support the goals of governance: • Economic goals • Social goals • Thrust of Regulation: • Restrictive • Promotive • Consequently, ICT policy / regulation needs to be Information Society Policy, seeking to promote the benefits of ICT for all areas of society

  5. Europe 2020 • Smart growth • Digital agenda for Europe • Innovation Union • Youth on the move • Sustainable growth • Resource efficient Europe • An industrial policy for the globalisation era • Inclusive growth • An agenda for new skills and jobs • European platform against poverty

Need For Global Policy Approaches • Internet Governance  Ensuring functionality of communications and transactions (standards, regulations, security…) • Global E-Commerce  facilitating cross-border commerce (technology, taxation, security…) • E-Business  global business players require seamless communications systems

  7. Challenge “Convergence” • Need for “Convergence Promotion” Policy? • Interconnection • Technical standards • Regulation of new, “convergent”, services? • The problem of “Value-added Services” • VoIP • IPTV • Access and Interconnection • Cross-platform content regulation

  8. Challenge “Infrastructure” • Broadband targets, based on Status Quo, taking into account local situation (geography, financing, technology level, supply of services, demand for services) • State Aid versus Competition • Promotion of alternative approaches: • FttX • FMC • Femtocells • Hybrid

Challenge “Privacy” • Increasingly urgent: Cloud Computing, IoT, NFC, cross-border data transfer, social networks • Access of authorities to connectivity and communication data • “The Right to be Forgotten”? • International conflict resolution? • EU Personal Data Protection Reform: Creating a comprehensive and harmonised data protection and privacy regime across the EU

Summary: • Plenty of topics of joint EU-China relevance • Opportunity for developing joint solutions for Information Society • Prerequisite: developing joint visions for what kind of information society is desired • Consequence: • High-level policy dialogue • Practical policy development research and workshops • Implementation cooperation
