Here is what the Audit Report Upload page looks like. New jurisdictions are added once they join the Clearinghouse.

To view and upload Inter-jurisdictional Audit Reports the user must be granted, at the minimum, Transmittal Level access to the Clearinghouse. Users Level 5 and above on www.iftach.org may register new users for the Clearinghouse. Here is what the Audit Report Upload page looks like.
